DIRECTORATE: Infrastructure, Planning & Environment CLASSIFICATION: Grade H SALARY: A base salary of $97,623 pa with competency-based increments up to $113,243 12% employer contribution to superannuation REPORTING TO: Team Leader Environment EMPLOYMENT TYPE: Permanent Full Time THE POSITION: The Environmental Planner provides advisory services in regards to environmental impacts and approvals to both internal and external stakeholders. Including guiding the delivery of environmental actions and initiatives under the implementation of the Albury Wodonga Regional Natural Environment Strategy. The role will advocate environmental outcomes on behalf of Council. Responsibilities KEY RESPONSIBILITIES: Provide an advisory service in regards to environmental planning and assessment and approvals (Part 4 and Part 5 activities under the Environmental Planning and Assessment Act 1979). Provide an advisory service in regards to strategic direction to ensure environmental outcomes underpin AlburyCity's strategies, policies and operating procedures. Undertake regulatory impact assessment of changes in planning, environmental, natural resource management, biodiversity and vegetation management legislation, regulations and related on AlburyCity. In collaboration with Wodonga City Council, implement the Albury Wodonga Regional Natural Environment Strategy. Develop and deliver a training programs to internal and external stakeholders on AlburyCity's Environmental Approvals Framework and related environmental management policies and procedures. Establish and maintain relationships with internal and external stakeholders in regards to implementation of Council's environmental frameworks, management policies and procedures. Manage and deliver Council's community awareness program on sustainability and the environment. Providing specialist liaison and promoting cooperation with Government departments, consultants, community groups, developers and the public regarding environmental planning and biodiversity matters. Review Council's environmental management frameworks, policies and procedures on an annual basis. Prepare grant and funding submissions to external agencies and groups, with an emphasis on environmental education and improvement regarding biodiversity and the natural environment. Respond to internal and external enquiries regarding Council's environmental programs and strategies in regards to biodiversity and the natural environment. Keep abreast of all relevant legislation relating to the position. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. ESSENTIAL CRITERIA: Tertiary qualifications in Environmental Science/Planning or Natural Resource Management or related discipline. Class C (standard) Driver's Licence (compulsory to have and maintain) DESIRABLE CRITERIA: Construction Induction Card SPECIALIST KNOWLEDGE AND SKILLS: Sound knowledge in environmental management, natural resource management and/or ecology. Sound knowledge of the Environmental Planning and Assessment Act 1979 (EP&A Act) and its operation in relation to strategic planning and environmental planning and assessment. An understanding of Local Government responsibilities under the following legislation: Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) Biodiversity Conservation Act 2016 (BC Act) Protection of the Environment Operations Act 1997 (POEO) National Parks and Wildlife Act 1974 (NPW Act) Contaminated Land Management Act 1997 (CLM) A sound understanding of NSW State and Federal Government environmental legislation and current key programs. Computer literate in a Microsoft Office environment (Word, Excel, Outlook, PowerPoint) and competent keyboard skills. An understanding of Environmental Compliance and regulatory reporting.
