We are looking for a highly-skilled, committed and experienced senior executive to join the ACIC leadership team. As a National Manager within the Intelligence and Information Systems Division (IISD), you will have the unique opportunity to form an integral part of the IIS Division’s leadership team and play a pivotal role in contributing to the strategic direction of the agency, championing reform through the adoption of emerging technology and artificial intelligence, managing delivery of digital and ICT services, and driving change in divisional policy and operations.

You will report directly to Executive Director Intelligence and Information Systems Division (ED IIS) and have a key part in promoting collaboration across the agency, the NIC and all levels of government.

The National Manager will provide leadership to guide, mentor, and develop their staff through a period of agency transformation, fostering an empowered and accountable workforce that delivers agreed work plans aligned with the ACIC Corporate Plan.

This is a senior leadership opportunity for a results-focused, collaborative and strategic thinker who thrives in a complex and fast-paced national security environment. The role requires exercising strong judgement, guiding teams to deliver high-value outcomes, and maintaining trusted relationships with stakeholders across government and other partner agencies and sectors.

A merit pool may be created to fill future vacancies which have the same or similar requirements to this position.

The key duties of the position include:
* Perform the roles of Deputy CISO (DCISO) and Chief Artificial Intelligence Officer (CAIO), while overseeing delivery of enabling IT systems and services to the ACIC
* Ensure the delivery of high quality, responsive and professional support to end users through Service Desk and End User Support functions
* Provide strategic leadership and co-ordination of information technology functions across the ACIC, including infrastructure operations, service delivery, architecture, technical services, cloud, and data and analytics
* Maintain the security and integrity of the ACIC's data holdings, capabilities and services through oversight of ICT security operations, policy, advice, certification and compliance across internal and external systems and services, including three Systems of Government Significance (SoGS)
* Ensure continuous availability and capacity of current IT capabilities and services for the ACIC and its partners
* Drive the development and uptake of new and innovative information capabilities and services, through consultation and collaboration
* Provide oversight and active management of ICT procurement and resulting contracts
* Provide high-level advice to ensure the Branch delivers efficient and effective support to the ACIC and its partners within available resources and at the highest standard expected by Government, ACIC and its partners
* Contribute as a member of the ACIC Executive, collaborating on strategic and operational decision-making for the ACIC
* Participate and represent the ACIC in national and international technology forums, committees and working groups.

* an exceptional ability to build and maintain productive working relationships with a broad range of stakeholders, to achieve organisational and cross government outcomes collegiately
* excellent communication and negotiation skills
* an ability to interpret and synthesise business and agency needs and requirements for IT services, and who can lead the delivery of solutions which meet those needs in a highly responsive manner
* experience in leading significant change / transformation programs
* excellent understanding of the mechanisms of government including cabinet and whole of government processes to enable inter-agency delivery
* high level leadership capability (including intellectual leadership) and superior people management skills
* analytical abilities of a high order and experience in solving complex issues under compressed timeframes
* a background in information technology, digital government or service delivery with depth in cyber security and emerging technology
* an ability to maintain a strategic focus, recognise opportunities and deliver outcomes
* an ability to work collaboratively with a strong leadership team to continue to grow the vision, strategy, and direction of the branch and division.
Eligibility
* Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.
* Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
* Pre-Employment Screening – All candidates must satisfy an Organisational Suitability Assessment (OSA) prior to being offered employment at the ACIC.

We work with our national and international partners to conduct investigations and collect intelligence to combat serious and organised crime, cybercrime and national security threats. We develop and maintain national information and intelligence sharing services and systems for use by state, territory and Commonwealth law enforcement agencies. We also deliver nationwide background checking services to support employment or entitlement decisions to keep the Australian community safe. The ACIC Board provides strategic direction to the ACIC and represents Commonwealth, state and territory law enforcement and other regulatory agencies.
