Kalwun offers a wide range of programs across health, community, and family services, all grounded in culture, care, and connection.

About the roleWe are seeking an experienced and culturally grounded Program Manager to lead our Empowered and Connected Families (ECF) program — a pioneering initiative operating under Delegated Authority from the Department of Child Safety, Seniors and Disability Services. This role offers the opportunity to lead a team delivering innovative, family‐led decision making and wrap‐around supports that keep jarjums safe, connected, and strong in culture.

What you'll be doing

* Provide leadership and oversight of the Empowered and Connected Families program, ensuring high‐quality, culturally responsive service delivery.
* Drive implementation of the Delegated Authority framework, supporting genuine local decision making for Aboriginal and Torres Strait Islander families.
* Lead and mentor a multidisciplinary team committed to family preservation, reunification, and long‐term stability.
* Collaborate closely with Child Safety, ACCOs, and community partners to strengthen cultural authority and outcomes for families.
* Promote continuous improvement, accountability, and excellence across practice and partnerships.

About You

You are an inspiring and grounded leader who is passionate about community‐led practice and cultural authority. You will bring:

* A Bachelor's degree or higher in Human Services, Social Work, or a related field.
* Proven experience leading teams in child, family, or community services.
* Strong knowledge of Delegated Authority processes and Aboriginal and Torres Strait Islander Child Placement Principles.
* Demonstrated ability to build relationships and partnerships grounded in respect, culture, and collaboration.
* A commitment to empowering Aboriginal and Torres Strait Islander families to make decisions about their own children.
* Is passionate about making a positive impact and supporting others with heart and purpose.

Requirements

* A Blue Card for working with children ('No Card No Start' policy applies)
* National police check
* LCS2 clearance withing 3 months of commencing employment (this is a risk‐assessed role underthe Child Protection Act 1999)
* *IDENTIFIED POSITION - To perform this role it is essential that the person who holds the position be an Australian Aboriginal or Torres Strait Islander person. It is therefore a genuine occupational requirement under section 25 of the Anti‐Discrimination Act 1991 that applicants are Australian Aboriginal or Torres Strait Islanders. A Confirmation of Aboriginality will need to be provided.
