The Livestock, Bulk and Rural Carriers Association (LBRCA) is seeking a highly experienced and strategic General Manager – Policy and Advocacy to lead our national policy, advocacy and stakeholder engagement function during a critical period of industry transition and reform.
Candidates must have a minimum of 3 years of senior policy experience.
This is a senior, outward-facing leadership role responsible for shaping policy outcomes, strengthening relationships with government and regulators, and ensuring the interests of rural, bulk and livestock transport operators are protected and advanced.
The role offers flexibility in location (wfh), with regular travel across Australia to engage directly with key stakeholders.
Key Responsibilities
* Lead development of policy positions, submissions and advocacy strategies
* Prepare ministerial briefings, discussion papers and regulatory responses
* Engage directly with Ministers, regulators, councils and industry bodies
* Represent LBRCA in national forums, working groups and consultations
* Provide strategic advice to the President, COO and Board
* Strengthen LBRCA’s position as a trusted and credible policy leader
* Identify and manage regulatory, access and reputational risks impacting members
* Support strong, consistent member-focused advocacy messaging
About You
You are a credible and influential policy leader with strong government and industry connections.
Essential Criteria
* Demonstrated senior experience in public policy, government relations or advocacy
* Strong understanding of regulatory environments and stakeholder engagement
* Proven experience working with:
o Government Ministers and advisers
o Regulators and agencies
o Industry associations or peak bodies
* Excellent written and verbal communication skills
* High level of professional judgement, discretion and influence
Highly Desirable
* Experience in transport, freight, agriculture or livestock sectors
* Understanding of:
o Heavy Vehicle National Law (HVNL)
o Chain of Responsibility (CoR)
o Access frameworks (e.g. PBS)
* Experience navigating policy reform or industry transition
The initial engagement for this role is a minimum of 12 months, with a strong opportunity for extension (up to 24 months or beyond) based on performance, organisational priorities and strategic outcomes.
