Position overview
The Data and Digital Group provides the data, infrastructure and systems to underpin the Bureau's core operations, from measurement and collection through to production and dissemination. The Group ensures that data is managed at a whole-of-enterprise level along the full value chain from the observations network through to the high-performance computation needed to generate forecasts and downstream products and services. The Group also supports the delivery of products and services to customers through a range of digital channels, with a focus on user‐centred designs that respond to customer needs.
The Data Program is part of the Data and Digital Group (DDG) and is responsible for:
* enterprise data governance and advice,
* planning for data and observations,
* enhancing data integrity and quality, and
* data services to meet customer requirements.
Data Governance Specialist role sits in the Data Governance Office. The role delivers practical, data-focused, technical support in business areas (to embed data management practices) and assists in applying standard Data Governance artefacts and processes related to data management. The role helps uplift knowledge of good data practices and assist projects and other teams in the Bureau with their application, to ensure all relevant legislative and contractual obligations are met. The role works closely with other Programs in the Bureau, including the Application Services and Planning and Architecture Programs, in delivering data solutions that achieve both business outcomes and meet the needs of our customers across Australia and beyond.
Data Governance Specialist will have Data Governance & Data Management experience and will be able to:
* adopt and apply good practices in Data Governance and Data Management for example, DAMA framework, National and international data standards (ISO, WMO), Legislation (e.g. Privacy Act 1988, Data Availability and Transparency Act 2022, Archive Act 1983), existing domain‐specific ontologies, taxonomies, nomenclatures (e.g. WMO Water ontology, ISO 19115)
* assist in the creation of a compliance and oversight function within the Bureau to help uplift data management and governance within the Bureau.
* work with and, when appropriate, within project and operational delivery areas, to assist in the establishment and continual improvement of IT and data solutions.
* articulate, demonstrate and implement technical and applied data practices and guidance (i.e. show "how it is done" and do it where necessary)
* define bodies of work and assess effort required (resources and timeframes) for project delivery.
* support the development of key artifacts that underpin the operation of the Data Governance Office and its compliance functions.
Role Responsibilities
The responsibilities of the role include but are not limited to:
* providing advice on compliance to relevant legislation and policy
* supporting the Chief Data Officer (CDO) to deliver an, enterprise-wide, data compliance function
* providing oversight of, and where appropriate, implementation (including doing, advising and coordinating) of data integration and ETL practices to promote interoperability and data sharing from a Data Governance perspective.
* providing oversight of, and where appropriate, implementation of master data, metadata and reference data standards
* providing advice to projects on good data management practices.
* identification of risks and opportunities to improve data management practices across the enterprise.
* comply with all Bureau work, health and safety and environment policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
* be aware of, and apply as necessary, the principles and practices of the various elements of the Bureau's Diversity and Inclusion policies.
