Purpose of the Position

Reporting to the Chief Executive Officer, the Director, Infrastructure and Assets provides strategic and operational leadership for the Authority's infrastructure and asset management functions, ensuring the delivery of safe, sustainable and high-performing assets that support organisational priorities and statutory obligations.

The role leads the development and implementation of infrastructure and asset strategies, governance and assurance frameworks, and investment approaches to optimise asset performance, manage risk, and deliver long-term value for the organisation and the community. It encompasses the leadership of the Project Management Office, Fleet, and Grants Reporting, translating government priorities and organisational strategy into practical, well-governed delivery outcomes across these critical operational areas.

As a member of the Executive Leadership Team, the Director contributes to whole-of-organisation leadership, fosters a culture of accountability and continuous improvement, and builds effective relationships with ministers' offices, central agencies, delivery partners and other stakeholders across government. The role ensures infrastructure and asset decisions balance service delivery needs with environmental sustainability, climate resilience, financial stewardship and community expectations.

Operating with a high degree of autonomy, the Director exercises sound executive judgement within legislative, policy and governance frameworks, proactively identifying and managing strategic and operational risks, and escalating significant, complex or sensitive matters to the Chief Executive Officer as required.

Key Accountabilities

Strategic Leadership and Direction

Provide executive leadership for the Authority's infrastructure and asset management functions, ensuring alignment with organisational strategy, government priorities and statutory obligations.Lead the development and implementation of long-term infrastructure and asset management systems and strategies that support service delivery, environmental stewardship, visitor experience and long-term asset sustainability across coastal, parks and environmental assets.Drive enterprise-wide asset and capital investment processes, including asset lifecycle strategies, capital prioritisation, project performance monitoring and forward investment planning.Strengthen organisational capability through evidence-based decision-making, strategic analysis and disciplined investment prioritisation.

Governance, Policy and Statutory Compliance

Establish and maintain robust governance frameworks, policies and standards for infrastructure development, asset management and capital investment.Oversee performance management and assurance processes, due diligence and compliance activities to support capital and operational infrastructure projects.Provide authoritative executive advice on infrastructure, asset risk and investment matters to internal stakeholders, the Executive Leadership Team and external partners.Ensure compliance with relevant legislation, procurement frameworks, financial policies and whole-of-government requirements.

Infrastructure, Asset and Investment Management

Develop and maintain an integrated asset management framework covering asset lifecycle planning, condition assessment, renewal, replacement and disposal.Lead capital investment planning and delivery to optimise asset performance, manage risk and deliver value for money over the short, medium and long term.Oversee the development of high-quality business cases that clearly articulate investment rationale, costs, benefits, risks and delivery considerations.Provide executive oversight of major infrastructure projects, ensuring delivery within approved scope, budget and timeframes.Ensuring efficient, compliant, and transparent management of projects, assets, and funding to maximise organisational performance and community benefit.

Stakeholder, Government and Partnership Leadership

Lead high-level engagement with local, state and, where appropriate, federal government agencies on infrastructure, funding and strategic investment initiatives.Build and sustain strong partnerships with delivery agencies, sector stakeholders and advisory bodies to influence infrastructure outcomes and secure investment.Represent the Authority at executive forums, committees and inter-agency groups, providing credible, strategic and well-informed advice.Contribute to whole-of-government and regional initiatives, including major investment programs and business case development for priority projects such as the Great Ocean Road.

Environmental Risk and Climate Resilience

Provide executive leadership on the identification, assessment and management of environmental and climate-related risks impacting infrastructure and assets.Embed climate resilience, sustainability and adaptation principles into asset management, investment decisions and infrastructure delivery.Ensure infrastructure strategies and investment decisions respond to emerging risks, regulatory changes and evolving community expectations.

Performance, Evaluation and Continuous Improvement

Establish performance and evaluation frameworks to monitor asset performance, investment outcomes and infrastructure delivery effectiveness.Use data, insights and lessons learned to drive continuous improvement in asset management, capital delivery and investment decision-making.Provide high-quality executive reporting to the CEO, Executive Leadership Team, Board and relevant advisory bodies.

People Leadership and Capability Development

Lead, coach and develop a high-performing, multidisciplinary professional workforce aligned to GORCAPA and VPS values.Foster a culture of accountability, collaboration, inclusion and continuous improvement.Build workforce capability to meet current and future infrastructure, asset and investment challenges.

Demonstrated experience leading complex infrastructure and asset portfolios within government or similarly regulated environments.Proven ability to think systemically, anticipate future challenges and translate long-term strategy into practical, deliverable outcomes.Strong strategic and analytical capability, including consideration of environmental, financial, regulatory and community impacts.

Deliver Results

Demonstrated success delivering major infrastructure programs, projects or portfolios with competing priorities and high levels of complexity.Strong commercial and financial acumen, including capital investment planning, budgeting, business case development and investment governance.Proven ability to establish robust governance arrangements and drive accountability for outcomes.

Foster Collaboration

Highly developed stakeholder engagement skills, with demonstrated experience influencing outcomes across government, delivery partners and advisory bodies.Ability to build trust and credibility with Boards, executive leaders and senior external stakeholders.Exceptional communication and presentation skills, including the ability to convey complex technical and strategic information clearly.

Qualifications And Experience

Relevant tertiary qualifications in Planning, Infrastructure, Engineering, Environmental Management or a related discipline.Significant senior leadership experience in strategic infrastructure, planning or asset management roles.Demonstrated knowledge of government planning frameworks, procurement processes, regulations and statutory approvals.Experience operating effectively at executive level within the public sector or a complex, highly regulated environment.
