The chance

Geoscience Australia has established the Earth Observation (EO) Program to holistically manage, govern, and deliver EO capability. The EO capability will make available time‑series, continental scale data and insights of the Australian landscape and environment to inform decision making about Australia’s resources and environment by Australian government, industry and the community. The EO Program includes Australia/United States partnership on Landsat and Landsat Next, Digital Earth, and collaboration nationally and internationally on standards, technology, and science.

Our team

The Earth Observation Program Management Office (EO PMO) within Space Division provides specialist advice and program management services to facilitate delivery, governance and assurance and whole‑of‑life capability management of Geoscience Australia’s Earth Observation Program. The EO PMO supports Chief of Space Division and the two Branches, Satellite Land Imaging Collection Branch (SLIC) and Digital Earth (DE) Branch, responsible for delivery of the Program. As a small team, the EO PMO combines diverse skillsets including procurement and commercial, scheduling, financial management, project and program management, engineering, capability management and governance to deliver the services.

The Role

Reporting to Director EO PMO, this role will undertake engineering related duties to support whole‑of‑life capability and program management of the Earth Observation capability. This will include program planning and management, capability strategy development, engineering planning and governance, change management, technical certification, capability acceptance, and asset management.

As an EL1 officer, you will utilise engineering and technical knowledge and skills to develop sound engineering processes and procedures, implement practices to support organisational goals and program objectives, develop technical and integration requirements, and contribute to development of engineering community of practice. The role will include interactions within Geoscience Australia, other Government departments and stakeholders, and international partners.

In this role you will:

- Provide high‑level specialist technical/professional advice on technical assurance, compliance, and technical progress;
- Provide systems engineering expertise and technical knowledge;
- Perform quality assurance and technical information review activities;
- Develop engineering processes, procedures, and guidelines for the Program;
- Develop and manage technical certification framework;
- Maintain professional knowledge and continue to develop knowledge and expertise in relation to professional skills;
- Support life‑cycle management of capability and program, including requirements development and management, monitoring and reporting, and capability acceptance;
- Work closely with EO delivery Branches and cross‑functional teams, stakeholders, and partners to achieve program objectives;
- Lead and foster a collaborative and productive work environment; and

To be successful in the role you will:

- Have experience in managing engineering aspects of capability or projects in government or industry;
- Possess exceptional problem‑solving skills;
- Have excellent people skills and strong stakeholder engagement capabilities;
- Have a proven ability to communicate with influence and the ability to nurture productive working relationships with a wide range of stakeholders including science and research specialists;
- Have excellent oral and written communications skills, including developing business cases and proposals;
- Have the ability to manage multiple priorities and work under pressure; and
- Adhere to the Australian Public Service Values and the Code of Conduct and consistently behave in an honest, ethical and professional way.

Required skills, knowledge, experience and/or qualifications

- At least 5 years experience as a systems engineer working on complex projects in Government or industry;
- A Bachelor of Engineering degree, preferably in systems engineering;
- Demonstrated understanding of technical certification and engineering compliance;
- Demonstrated organisational skills, self‑drive, initiative and ability to work under pressure;
- Highly developed written and oral communication skills.

Eligibility criteria

- Be an Australian Citizen at the closing date of application;
- The successful applicant must be able to obtain, hold and maintain a security clearance of an appropriate level relevant to this role. The applicant may be able to commence on Baseline clearance while obtaining NV1 clearance;
- Commencement of employment is subject to the successful applicant undergoing and satisfying pre‑employment screening, which includes a police history check.
