The
Projects Group
is responsible for developing, delivering and assuring project‑related changes and improvements across the regional rail network.
The
Project Group
coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.
As the
Manager – Risk Management
you will be a trusted advisor to the senior leadership team on the health and performance of the control environment, managing the material risks and compliance obligations, and ensuring outcomes from audits, incidents and compliance reports are reflected accurately in the risk profile.
This role is also responsible for developing and ensuring Project’s Risk Management Framework and supporting processes and tools continue to be fit for purpose and aligned with Government and Industry Standards.
This position is responsible for providing staff a safe workplace where risks are identified, understood and managed and a safe environment for customers and visitors is maintained.

Position Accountabilities
Act as a Subject Matter Expert on V/Line Projects to provide technical guidance into the development and lifecycle of new projects, with a particular focus on Structural elements
Provide guidance and advice on the risks inherent in the Projects Portfolio, supporting strategies and the control environment to manage and monitor those risks.
Provide expert advice on how Projects is meeting its compliance obligations, including how the control environment in place to ensure compliance can be enhanced, considering V/Line’s strategic imperatives and operational strategies.
Prepare commercially focused, engaging and easy to understand reports connecting Projects Risk, Compliance and Control Environment to the broader business.
Driving appropriate control effectiveness, treatments/actions completed by projects, providing opinion and recommendation on the quality and fit for purpose nature of those treatments and actions.
Continually review and update Projects Risk Management Framework, Policy, Processes and Tools, in line with Victorian Government and Industry Standards, ensuring appropriate engagement and consultation from stakeholders as appropriate.
Facilitate the identification, assessment and management of project, program, portfolio level risks in collaboration with key subject matter experts (e.g. members from Enterprise Risk team and HSE Team) and other business stakeholders.
Apply recommendations from Internal Audits into V/Line’s Risk Profile and material risks and controls into Projects Internal Audit Program.
Provide an assurance program to ensure compliance to V/Line’s risk management standards, policies and strategies.
Ensure Projects teams manage risks in accordance with the Enterprise Risk Management Framework (LEST-2) and Safety, Security, Health and Environment Risk Management Process (SAPR-9).
Ensure alignment of the Projects risk management program with V/Line’s statutory obligations including Rail Safety National Law, Projects Accountability Framework, Victorian Government Risk Management Framework and expectations of the Office of National Rail Safety Regulator.
Validate an effective Risk Management Capability Uplift and Continuous Improvement program is delivered across Projects.
Promote and influence a positive risk culture within the complex and cross‑functional team environment.
Facilitate effective resource management of the Risk team to major projects and programs in Projects.
Perform other duties as required and/or requested within the portfolio of Program and Delivery Risk Management.
Develop fit for purpose and robust risk management frameworks, processes and tools.
Prepare Executive Level Reports communicating the business’ risk and control environment and explaining the appropriate impacts to the business’ corporate strategies, value chain and other key activities.
Provide advice, recommendations and direction to the business on risk, compliance and assurance issue.
About You Reporting to the
Head of Commercial and Project Control, this role is responsible for driving the ongoing development, evolution and maintenance of Projects, Program and Portfolio Risk Profile and providing support across the Program.
Selection Criteria KNOWLEDGE, SKILLS, EXPERIENCE And PERSONAL ATTRIBUTES
Min 7 years similar capacity in program and project risk management with exposure to internal audit, assurance and compliance
Certification in Project Management, Risk, Engineering or commerce
Experience in Rail, Infrastructure or Heavy industrial construction
Demonstrated ability to lead, coach, and develop a high‑performing team while fostering a culture of accountability, collaboration, and continuous improvement.
Proven capability in building strong, trusted relationships with stakeholders at all levels, ensuring effective communication, alignment, and timely issue resolution
Demonstrated ability to manage competing priorities in a fast‑paced environment while maintaining a high level of accuracy and resilience.
Highly effective communicator with the ability to convey complex information clearly and confidently to diverse audiences to ensure understanding.
