About the Role We are seeking an insurance professional to provide high quality insurance advice and administrative support for the rollout of 50 ELCs. The purpose of this role is to assist the Chief Insurance Officer, supporting the Departments compliance with the Financial Management Act 1994, the Standing Directions under the Financial Management Act 1994, DTF's Financial Reporting Directions, and insurers requirements in managing insurance programs across DE's Early Learning portfolio and DE's broader Department wide insurance arrangements. About the Department The department provides a wide range of learning and development support and services. The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres. About the Division The Financial Services Division is responsible for designing and implementing financial management principles, processes and systems to ensure that managers have the necessary support to execute their financial management responsibilities. The Division is responsible for establishing the appropriate financial management and assurance environment within schools, groups, regions and the statutory authorities. The Division also administers programs supporting students to access education provision including student transport assistance programs and the Camps, Sports and Excursions Fund. The Division operates on three levels to fulfil its responsibilities: * Strategic to support decision making * Control, assurance and governance to ensure compliance with legislation and standards; and * Operational to provide functional support and service delivery. The Division has a key role in supporting the second line of defence through its oversight functions. About the Finance and Compliance Branch The Finance and Compliance Branch is responsible for ensuring that the financial records of the department are maintained in an accurate manner that enables the timely extraction and reporting of financial data across the department. In addition, the Branch is responsible for the compilation of the department's financial, taxation and insurance reporting requirements to its various stakeholders, ensuring the department's compliance with the Department of Treasury and Finance's (DTF) Financial Management requirements, Taxation Compliance Frameworks, financial policies, and providing departmental accounting, tax and insurance services for both corporate and schools. The branch is also responsible for monitoring financial risks and controls, delivering a second line of defence function for the department through effective risk management and business monitoring for both corporate and schools. About Early Learning Centres The Victorian Government is establishing 50 government-owned and operated, Early Learning and Childcare Centres. These centres will offer childcare, Three and Four-Year-Old Kindergarten and, where applicable, Pre-Prep. You will help to establish the program successfully. The first four centres opened in 2025, with all 50 open by 2028. Your duties will include: * Maintain Insurance and Indemnity Registers * Assist Financial Compliance Branch with Early Learning Certification * Support the completion of annual Insurance Questionnaires * Process insurance transactions as directed. * Provide accurate written and/or verbal insurance advice to DE Corporate, Regional Offices, Schools, and Early Learning Centre's where required. * Undertake insurance reviews for Early Learning Centre's or business units as directed. * Undertake research & data analysis on specific project matters. * Provide or assist with the development of submissions, briefings, and reports * Maintain files, systems, and procedures as directed. * Ensure internal and external service standards are met. * Monitor and follow up outstanding debtors as directed As the successful candidate, you will be required to: * Have 5-10 years' experience in a general insurance, underwriting, claims, or broking role. * Display knowledge and understanding of insurance principles and products. * Have experience in all classes of general insurance. * Hold and maintain Tier 2 education level as per ASIC PS 146 Licensing: Training of financial product advisors. * Hold relevant ANZIIF qualification or be prepared to undertake further formal education through ANZIIF. * Hold a Victorian Driver's License * Obtain a Working with Children Check (WWCC) How to apply Applicants are required to submit a CV and cover letter summarising their skills, relevant experience and suitability to the role in line with the duties, required capabilities and the Key Selection Criteria.
