About the Role
Reporting to the Business Partner, People and Capability, the People and Capability Advisor provides authoritative advice and operational leadership across recruitment, employment lifecycle management and learning and development.
You will operate as a trusted advisor to managers and employees, ensuring compliance with Enterprise Agreements, legislation and Institute policies while delivering high-quality, people-centred services.
Key Responsibilities of the position are:
Recruitment & Selection
* Coordinate end-to-end recruitment and selection processes in accordance with Institute policies, EBA and relevant legislation
* Provide expert advice to managers on position descriptions, classifications, qualification requirements and employment arrangements
* Administer and maintain the Institute's electronic recruitment system
* Prepare contracts, offer letters and onboarding documentation
* Monitor EEO legislation and Public Sector employment standards to ensure compliance
* Review and improve recruitment processes to enhance candidate experience and operational efficiency
* Contribute to employer branding and attraction/retention strategies
Employment Lifecycle & Advisory
* Provide authoritative advice to managers and employees on terms and conditions, classifications, remuneration, allowances, superannuation and EBA provisions
* Manage employment variations including contract renewals, time fraction changes, higher duties and overseas assignments
* Coordinate onboarding and off-boarding processes in partnership with Payroll
* Contribute to policy development, workforce planning and compliance initiatives
* Ensure alignment with Public Sector Code of Conduct, OHS, Child Safety and Managing Diversity policies
* Support compliance with VET Government Funding Contract obligations and audit requirements
Learning & Development
* Support the development and implementation of the Institute's L&D Strategy and annual calendar
* Coordinate leadership programs, Education Assistance and Study Leave initiatives
* Facilitate new employee induction and deliver People & Capability related training sessions
* Monitor employee qualifications and development needs
* Maintain L&D systems, reporting processes and provide insights and training reports to stakeholders
* Drive continuous improvement in L&D administration and systems
About you
* A relevant tertiary qualification in HR, L&D or Organisational Development (essential); Certificate IV in Training & Assessment (desirable)
* Demonstrated experience coordinating Recruitment & Selection and Learning & Development functions, including needs analysis and annual planning within budget
* Strong knowledge of Enterprise Agreements, employment legislation and classification frameworks
* Experience using electronic recruitment systems
* Well-developed interpersonal, communication and collaboration skills, with the ability to provide authoritative advice and influence outcomes
* Strong organisational skills, the ability to work autonomously, manage competing priorities and deliver to deadlines
* Advanced capability in Office 365, Excel, reporting and AI platforms including Copilot
* A commitment to values-driven practice, diversity and inclusion
