Azooa is currently preparing a response to RFQTS RFx27387 under the DSS Panel and is seeking an experienced Procurement & Grants Assurance & Policy Analyst (Level 2 – Practitioner) to support review, alignment, and assurance activities across DFAT's Procurement and non-ODA Grants frameworks.
This role is delivery-focused and suited to a practitioner with strong Commonwealth procurement experience, analytical capability, and structured documentation skills.
Role Overview
The Procurement & Grants Assurance & Policy Analyst will support:
Strategic alignment of Procurement and Grants Policies with the BuyRight workflow tool
Translation of audit findings into policy and control improvements
Second-line assurance reviews across procurement, contract management, and grants
Identification of compliance gaps and governance uplift opportunities
Working under limited supervision — and potentially under the direction of a Level 3 Lead Consultant — this role will contribute directly to strengthening governance, risk management, and compliance integrity across DFAT processes.
Key Responsibilities
Policy & Workflow Review Support
Review DFAT Procurement Policy and associated guidance documentation
Review non-ODA Grants Policy documentation
Analyse BuyRight procurement and grants workflow processes
Identify inconsistencies between policy intent and system/process execution
Document control gaps, duplication, and process inefficiencies
Highlight improvement opportunities aligned to Commonwealth frameworks
Second-Line Assurance Activities
Review the existing second-line assurance framework and associated tools
Conduct assurance reviews across a structured sample of:
Procurement activities
Contract management processes
Grants processes
Complete structured assurance checklists
Test compliance against policy, CPRs, and internal controls
Identify compliance issues and systemic control weaknesses
Escalate significant findings appropriately
This component requires strong attention to detail, evidence-based analysis, and disciplined documentation.
Documentation & Reporting
Draft structured feedback to line areas outlining findings and observations
Contribute to summary reports highlighting themes, trends, and risks
Assist in developing recommended corrective actions and improvement plans
Maintain clear, traceable documentation of review findings and supporting evidence
Ensure reporting outputs are clear, defensible, and aligned to governance standards
Governance Support
Support updates to assurance templates, checklists, and documentation standards
Assist in refining policy and workflow alignment recommendations
Contribute to governance uplift initiatives and control improvements
Support continuous improvement of procurement and grants governance processes
Required Skills & Experience
Mandatory
Minimum two (2) years' experience in Commonwealth procurement
Strong understanding of Commonwealth Procurement Rules (CPRs)
Experience reviewing procurement documentation and contract management processes
Excellent written communication skills
Strong analytical and critical thinking capability
Ability to work independently and manage deliverables within defined timeframes
Current NV1 Security Clearance
Desirable
Experience in Commonwealth grants administration (non-ODA preferred)
Experience conducting assurance or compliance reviews
Certificate IV in Procurement and Contracting (PSP40616)
Familiarity with workflow or procurement management systems (e.g., BuyRight or similar)

The Procurement & Grants Assurance & Policy Analyst will play a critical delivery role in reviewing documentation, testing compliance, and contributing to structured governance uplift within the March–July 2026 project timeframe.
