Overview
We are seeking an experienced Business Analyst to support the development of the Online Delegation Service Development Project (SDP). This initiative aims to create a unified, transparent, and auditable OneNTG approach for accessing and applying delegations across government agencies. The initial phase focuses on HR delegations, with a scalable model intended to expand to other delegation types and NTG agencies.

Requirements
Key Responsibilities
* Analyse, document, and validate business requirements for the Delegation Service Development Project.
* Engage with stakeholders across NT Government agencies to understand delegation processes, workflows, and pain points.
* Contribute to designing a transparent, time-aware and auditable online delegation model for HR-related delegations.
* Develop process maps, user stories, functional and non‑functional requirements.
* Support solution architects, developers, and project leads in translating requirements into system features.
* Assist in user acceptance testing (UAT), change readiness, and transition-to-business activities.
* Provide ongoing analysis to ensure the solution is scalable across multiple delegation types and agencies.
* Ensure documentation meets NTG standards and is suitable for cross‑agency adoption.
Key Deliverables
* Business Requirements Documentation (BRD)
* Process analysis artefacts (process maps, data flows, gap analyses)
* User stories, acceptance criteria, and use cases
* Stakeholder engagement logs and facilitation outputs
* UAT support documentation
* Contribution to project governance materials
Required Skills & Experience
* Proven experience as a Business Analyst on digital transformation, delegation workflows, or government systems projects.
* Strong capability in requirements elicitation, business process modelling, and documentation.
* Experience working with complex, cross‑agency environments.
* Knowledge of HR delegation frameworks or public sector governance (advantageous).
* Excellent communication and stakeholder engagement skills.
* Familiarity with auditing, compliance, and time‑aware business rule frameworks.
* Ability to work collaboratively within multi‑disciplinary project teams.
