The Youth Justice Learning and Capability team is part of the Transformation, Development and Capability business unit, responsible for transformation, learning and development to support employees. The Instructional Designer is a member of the Department of Justice and Community Safety within People, Safety, Culture and Communications team. The role is responsible for designing and developing training to the Youth Justice business unit. Operating as part of the L&C (YJ) Team, the Instructional Designer is responsible for course consultancy and design to create effective and engaging learning informed by learning outcomes. The position undertakes consulting with all levels of stakeholders from diverse disciplines to identify course goals and evidence-based instructional strategies. An area of focus will be the integration of innovative online and technology- course components to enhance learning across different delivery modes. The Opportunity * Fixed term, full-time position until 30th June 2026, based in Werribee and other Youth Justice locations. * VPS Grade 5 role: $113,022 - $136,747 per year plus superannuation. * Conduct complex learning needs analysis and skills gap analysis to inform recommendations for learning solutions to executive groups. * Create practice-focused digital learning resources that support retention of key concepts and promote sustained practice change in the workplace. * Build and maintain positive relationships with staff, peers, leaders, and executives within Youth Justice, as well as with external stakeholders and the broader Department of Justice and Community Safety. * Collaborate with subject matter experts and key stakeholders utilising contemporary practices to co-design learning solutions. * Facilitate workshops and feedback sessions to achieve content accuracy, relevance, and alignment with organisational objectives. * Design innovative assessments, including tests, quizzes, knowledge checks and simulations, to meet performance-based criteria and accurately measure learning acquisition. * Use innovative learning design methods to create diverse learning assets, including audio, video, simulations, role-plays, games, and FAQs. * Ensure learning assets are accessible, easy to use, and drive meaningful learner engagement * Use project management methodology to manage multiple and concurrent projects, ensuring projects are scoped, tracked and deliver to approved timelines and maintain documentation and course folders * Produce dashboards, tracking updates, presentations and reports to communicate learning program updates, key milestones and to seek approvals * Maintain project documentation and oversee the endorsement and authorisation of new and updated learning solutions. * Work locations include Werribee Training Hub, Cherry Creek, Parkville, as well as other training venues in the metropolitan West, South-West and Inner Northern Suburbs. To be successful in this role you will have: * Proven experience in instructional design and apply methodologies and experiential learning theory to develop engaging and interactive learning activities. * Strong expertise in online learning platforms, including proficiency in Articulate and Articulate Rise, paired with solid knowledge of course development software and experience with at least one Learning Management System. * Demonstrated advanced visual design skills using tools such as Captivate, Lectora, Adobe Suite, Dreamweaver, Photoshop, and Illustrator, with the ability to effectively storyboard content to create engaging and visually compelling learning experiences. * Experience in project management of learning products and use of project management tools such as MS Project and understanding or PMBok and/or Prince project methodologies. * Strong stakeholder management skills to engage and manage business leaders and subject matter experts. * Diploma or Certificate IV in Training & Assessment (TAE) is required. * Project management qualifications or equivalent experience is required. * A current driver's licence is required due to the need to work across different locations.
