About the Opportunity
Council is seeking an experienced and motivated Manager Technical Services to lead the Technical Services function within the Infrastructure Assets Branch. This pivotal leadership role is responsible for overseeing the delivery of high‐quality, cost‐effective and compliant engineering, environmental and surveying services that underpin Council's capital works programme and ongoing operational activities.
The position provides both strategic and operational leadership, acting as Council's internal design authority and ensuring that all infrastructure design outputs meet required standards, governance frameworks and long‐term asset management objectives. The role plays a key part in aligning multidisciplinary technical services with Council's strategic priorities, while fostering innovation, embracing digital engineering practices and driving continuous improvement.
Working closely with internal stakeholders, external consultants and government agencies, the Manager Technical Services will ensure integrated and sustainable infrastructure outcomes are achieved, while maintaining a strong focus on service delivery performance, engineering risk management and value‐for‐money outcomes.
Key Responsibilities
* Leading and managing multidisciplinary technical teams across civil engineering, design, environmental and survey functions to deliver high‐quality technical services aligned with Council's strategic objectives.
* Acting as Council's lead design authority, establishing and maintaining engineering standards, specifications, policies and governance frameworks.
* Providing high‐level technical advice to senior leadership on infrastructure design, risk management, service delivery models and emerging industry practices.
* Managing program performance, budgets, procurement and resource allocation to ensure delivery within agreed time, cost and quality parameters.
* Establishing and maintaining strong partnerships with internal and external stakeholders to support the successful delivery of infrastructure outcomes.
About You
* Proven experience leading multidisciplinary technical or engineering teams delivering complex infrastructure programmes.
* Strong capability in setting engineering standards, governance frameworks and risk‐based decision‐making.
* Experience providing high‐level technical and strategic advice to senior leaders and stakeholders.
* A collaborative leadership style with the ability to drive performance, innovation and continuous improvement.
* Well‐developed skills in financial management, procurement and management of professional service contracts.
