Primary objective
Support the development and delivery of the bitumen reseal program and asphalt pavement rehabilitation works on NTG roads.
Provide contract administration, site supervision and ongoing monitoring of contractor performance.
Context Statement
The position operates within a small specialist team responsible for the delivery of the bitumen reseal program and asphalt
pavement rehabilitation works on NTG Roads. The unit is one of several groups within Civil Operations and Maintenance; alongside
Road Network Operations, Traffic Operations, Civil Maintenance, Tender Development and Asset Performance.
Key duties and responsibilities
1. Contribute to the investigation, development and formulation of the bitumen reseal and asphalt pavement rehabilitation
programs across the Northern Territory.
2. Undertake asset inspections and review and analyse asset inventory, condition, and defect information.
3. Prepare project proposals, technical reports, cost estimates, contract documentation, and procurement documentation.
4. Provide contract administration and site supervision of bituminous works activities to ensure that works comply with current
standards, codes and guidelines and all relevant documentation and evidence of works are obtained.
5. Monitor and report on performance of contractors including reporting of contract Key Performance Indicators.
6. Carry out all duties in accordance with Departmental work instructions, technical directives, WH&S guidelines.
Selection criteria
Essential
1. A relevant qualification awarded by an Australian institute, or equivalent; or relevant experience in a field of technical work
closely related to the duties of the vacancy.
2. Good written and oral communication skills including the ability to prepare design, procurement, and project management
documentation.
3. Knowledge of bitumen surfacing and asphalt pavement practices, including design, construction, and maintenance techniques
for reseals and rehabilitation works, along with an understanding of associated civil works.
4. Ability to undertake remote field work across NT regions and participate in after‑hours and night‑shift operations as required.
5. Good information technology skills to interpret asset information and input/maintain data integrity, as well as word processing,
spreadsheet software, project management and design tools.
6. Working knowledge of the requirements of the relevant legislation and policies, as applied in the NT as well as a range of
Australian Standards, Codes of Practice, and associated guidelines.
7. Current Drivers Licence.
8. Ability to interact effectively with people from diverse cultures.
Desirable
1. Diploma in Civil Construction Management and/or Government Contract Management.
