Traffic Management Field Compliance & Operations Lead

The Role
As Traffic Management Operations & Compliance Lead, you will provide senior operational, planning, field compliance, and client-support leadership for CTS/SWTWA traffic management activities, with primary responsibility for supporting the major contracts and other major client works as directed by the business.
This is a hands-on operational leadership role that combines field supervision, compliance auditing, client coordination, planning-to-field verification, work-schedule review, permit and approval coordination, tracking, documentation control, and operational escalation support.
The role is not limited to field compliance. It also requires supporting planning, scheduling, auditing, evidence collection, reporting, invoicing support, after-hours phone support, and warehouse, depot, or office operations where required for business continuity.

* Legal work authorisation in Australia (any legal work rights accepted)
Highly Regarded Qualifications
* MRWA Advance Worksite Traffic Management Accreditation (AWTM)
* Truck Mounted Attenuator Operator (OTMA)
* Australian Driver's Licence (HR‐A/B Class preferred)
* Certificate IV in WHS, including BSBWHS411 coursework
* Drug and Alcohol Testing Training – HLTPAT010 (superseded HLTPAT005)
* Current Senior First Aid – HLTAID011
* Minimum 3–5 years' experience in traffic management operations with proven experience leading crews on high‐risk sites
Key Responsibilities
* Review upcoming work programs, work orders, locations, access requirements, work methodology, and road environments to determine traffic management requirements.
* Identify which works require traffic management support, further scoping, permits, approvals, notifications, or additional operational clarification.
* Maintain accurate tracking of job references, work orders, planned dates, crew requirements, asset requirements, approval status, completion status, and close‐out records.
* Coordinate traffic management crews, vehicles, equipment, subcontractors, accommodation, travel, and other operational resources for metro and regional works.
* Act as an operational liaison between internal teams, field crews, planners, schedulers, traffic management designers, subcontractors, road authorities, and project representatives.
* Manage day‐to‐day operational requirements, including urgent changes, cancellations, access issues, crew coverage, scope clarification, site escalation, and operational troubleshooting.
* Prepare, coordinate, or review traffic management documentation, including TMPs, TGSs, site‐specific plans, generic traffic management documentation, permit documentation, notifications, and supporting compliance records.
* Ensure job information is complete and suitable for planning and implementation, covering location details, work scope, traffic impacts, pedestrian and cyclist impacts, access requirements, staging, and plant or vehicle movement requirements.
* Review traffic management documentation prior to implementation to confirm suitability for the actual work scope and site conditions.
* Assist with road authority applications, permit submissions, notifications, and approval processes where required.
* Conduct site compliance audits and field verification checks, including signage and device placement, TMP/TGS implementation, lane closures, PPE, SWMS/JSA adherence, crew presentation, vehicle positioning, radio communication, and general site compliance.
* Prepare and submit audit findings, corrective actions, photos, daily records, compliance reports, and other supporting evidence as required.
* Identify non‐conformances, planning gaps, missing approvals, unsafe setups, poor site implementation, incomplete documentation, or repeated operational failures, and elevate these matters to management where required.
* Ensure daily records, job references, work order details, site information, traffic management documentation, accommodation records, and other supporting evidence are accurate and available.
* Support fatigue management, regional travel planning, accommodation coordination, start and finish time monitoring, and crew availability requirements.
* Coordinate with secondary service providers where required, monitoring scope, coverage, compliance, communication, and delivery standards.
* Assist with the review, update, and reissue of traffic management documentation where plans require amendment, renewal, or periodic review.
* Participate in after‐hours operational phone support where required, including urgent call‐outs, cancellations, crew issues, compliance escalations, project requests, and emergency operational support.
* Protect the company's commercial, operational, safety, compliance, and reputational position by ensuring planning, field delivery, communication, evidence collection, and close‐out records meet the required standard.

* Demonstrated field leadership experience – Minimum 3–5 years in traffic management operations.
* Essential crew leadership experience in traffic management with proven ability to manage teams on high‐risk projects, and/or proven operational management experience.

* Maintain accurate and timely records related to activities, including work reviewed, permits or approvals coordinated, crews booked, audits completed, corrective actions raised, client issues escalated, and supporting documentation prepared.
* Accurately record daily activities, working hours, job references, and task outcomes in the required format for operational planning, client reporting, KPI measurement, invoicing, compliance assurance, and management review.
