About the Company

The Rural Doctors Workforce Agency (RDWA) is a not-for-profit NGO supported by the SA Health Department for Health and Wellbeing and the Australian Government Department of Health, Disability and Ageing. For over 25 years, RDWA has been strengthening healthcare access across rural SA through a broad range of programs and supports to the rural workforce.

About the Role

As the Administration and Systems Manager (internally titled Administration, HR and WHS Systems Manager), you will be responsible for leading the organisation's administrative operations, safety systems, and human resources administration. In this role you will ensure operational excellence, and regulatory compliance. Reporting to the Director Governance and Risk and with one direct report, you will collaborate to ensure integrated approaches to compliance, risk management, safety, and payroll, while supporting the organisation's charter to sustain rural healthcare delivery.

Accountabilities include
* Develop and implement administrative and HR systems and manage daily administrative functions
* Oversee and coordinate office management, facilities, maintenance, security, fleet and procurement
* Manage administrative budgets and report on expenditure
* Supervise and support the Administration Officer
* Develop, implement and maintain the organisation's WHS management system and contribute to the development of WHS policies
* Conduct WHS risk assessments for the office and support risk assessments for offsite placements
* Advise the CEO, Director Governance and Risk, directors and staff on WHS matters
* Manage incident reporting system and WHS registers
* Coordinate the conduct of thorough incident investigations using root cause analysis methodologies
* Act in the position of RTW officer
* Coordinate WHS training needs analysis and develop annual training schedule
* Contribute to recruitment processes, onboarding, offboarding, and training
* Coordinate with Manager Finance & Payroll on payroll administration matters including leave balances, performance, probation and exit processes
* Maintain the employment checks and clearances register and ensure compliance with specific note to child safety
* Lead the implementation and manage the Child Safe Framework as well as continuous oversight of child safety risks
* Provide first-level HR support and escalation accordingly
Skills & Experience
* Qualification in Business Administration, Human Resources, Work Health and Safety or related field is highly desirable as is experience in organisations with government funding agreements and related compliance requirements
* Significant, demonstrable experience in a similar management role
* Comprehensive knowledge of local WHS legislation, National Principles for Child Safe Organisations and SA child safety legislation
* Understanding of HR administration fundamentals and employment law
* Reach further into the NFP / NGO space with this highly compliant environment
