Currently, there are around 4.3 million Australians with a disability. The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

A new role awaits

The Cyber Security and Resilience Branch implements the requirements of government security policies and frameworks. This is achieved by providing strategic, tactical and operational Agency-wide oversight of Cyber Security and Operations.

Insider Threat and Assurance is an intelligence team responsible for developing, enhancing and maintaining a proactive detection and prevention program to counter the threat posed by a trusted insider. Using intelligence methodology with available data and technology, Insider Threat and Assurance analyse behaviours of staff to determine risk and provide mitigating advice to reduce the overall harm to the Agency.

The APS6 Analyst position is accountable under broad direction to undertake work that delivers quality outcomes across the functions of the NDIA. The position is an important position within the NDIA and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities. This includes issues integral to the capability uplift of the Insider Threat Capability.

This position will exercise a considerable degree of independence to engage in problem solving and issues management within the functions. The position will exercise sound decision-making and judgement to produce intelligence advice and operational support.

* Previous experience in intelligence, cyber security, investigation, or similar roles.
* Intelligence and/or security qualifications.
* A background or experience in the application of intelligence and knowledge of the intelligence cycle and/or detailed knowledge of Cyber Operations.
* Initiative appropriate to level.
* Effective time management with a solution focussed approach.
* Independent thinking.
* Analytical approach to problem solving
* Ability to present intelligence findings through written and verbal communication to a high standard

Where you can add value

In the role of NDIA APS6 Insider Threat and Assurance Analyst, tasks include but are not limited to:

* Conducting fused intelligence analysis in an insider threat context for the NDIA.
* Assisting in the management and uplift of policy, doctrine, process and governance of the Insider Threat capability.
* Conducting vulnerability and behavioural analysis, providing security intelligence advice about the Insider Threat capability.
* Conducting active liaison with internal and external partners, influencing and reducing the Agency's risk exposure.
* Managing relationships, gaining insight into critical vulnerabilities about trusted insiders within the Agency.
* Supporting the Assistant Director in identifying trends and providing intelligence advice on complex security matters.
* Leading, developing and delivering the vision and strategy of the Agency's Insider Threat Program.
* Using current industry knowledge, providing the Agency with leadership and recommendations about insider threat and intelligence related topics.

Successful candidates will be required to obtain and maintain a Negative Vetting 1 Clearance,undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.

While this role is ideally performed from Deakin ACT, Surry Hills NSW, Richmond VIC, Geelong VIC, Brisbane QLD, Midland WA and Rockingham WA, other working arrangements may be considered.

We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered. A merit pool will be established that may be used to fill similar positions (ongoing and non-ongoing) within the next 18 months.
