About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity
Acting as a Technical Vocational Education and Training (TVET) specialist within the Strategic Growth stream, the Skills Development Manager will support the procurement, design and delivery of accredited training aligned to the needs of PALM workers as part of PLMSP activities.
This is a fixed term opportunity required to Sep 2028.
The Skills Development Manager Will Be Responsible For

* Lead the design and delivery of innovative skills training pilots, from scoping and procurement to stakeholder engagement and evaluation.
* Build strong partnerships with LSUs, RTOs and Approved Employers to drive high‐quality training, mentoring and cross‐learning.
* Advise stakeholders on targeted training solutions and cross‐cultural capability to meet worker and employer needs.
* Shape PLMSP's future through skills strategy reviews, organisational improvements, and contributions to PALM tech tools like the Skills Passport.
* Champion an inclusive, collaborative team culture while supporting junior colleagues and leading internal improvement initiatives.
* Uphold DFAT policies and ethical standards across gender, disability, fraud, PSEAH, child protection and environmental safeguards.
* Represent PLMSP with regional travel, stakeholder engagement, and advocacy for Australia's development priorities.
We Are Seeking An Individual Who
* Tertiary qualifications in a relevant discipline, such as education and/or training, as well as experience in international development and project management.
* Extensive experience in the development of training programs, for learners with English as a Foreign Language, using a range of dynamic and inclusive learning strategies and technologies, including lesson plans incorporating interactive learning activities, story boards, short instructional videos, topic-based slideshows.
* A solid understanding of the Australian technical and vocational education system, including a contemporary understanding of regulatory and audit systems to quality assure training
* Experience working with IT platforms that support skills development .
* Experience working with programs in the Pacific, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) concepts and issues.
* A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results
* Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.
* Flexibility to undertake frequent travel, including after hours and weekend.
