Executive Infrastructure Contributions Planner Role
This role involves providing expert advice to internal stakeholders and representing the Council externally in matters related to local infrastructure contributions. The successful candidate will collaborate with various stakeholders within the organisation.
* Interpreting planning legislation and influencing policy reform both internally and externally, including plan amendments and preparation.
* Leading continuous improvements to systems and procedures to ensure an efficient and effective development contribution system.
* Collaborating with the Finance Branch on the financial management of the contributions system.
* Negotiating planning agreements that deliver significant community benefits.
* Assessing and managing financial and legal risks associated with administrative and process loopholes that could permit the avoidance of contribution payments, ensuring the contribution system withstands audit scrutiny.
The successful candidate will require:
* A tertiary qualification in Urban or Town Planning, Project Management, or a related discipline, or relevant extensive demonstrated experience.
* Demonstrated experience and success in working with the local infrastructure contributions framework.
* In-depth knowledge of the NSW Environmental Planning & Assessment Act (and associated Regulations), the Local Government Act, and other relevant legislation.
* Strong communication skills, including the ability to prepare clear and coherent planning reports that present complex or sensitive issues.
* Effective project management skills, including delivering outcomes on time and within budget.
* Creative thinking and problem-solving skills relating to policy, planning, and process improvement projects.
* Experience in analytical work concerning the preparation and review of development contributions plans, system and process improvements, and negotiation of voluntary planning agreements and/or works-in-kind agreements.

* A current driver's licence.
Knowledge and experience in the preparation of land use strategies and planning instruments and policies, as well as local government experience, are considered advantageous for this role.
