Be a part of a new EBSS service that will enhance support for complex young people on bail Deliver meaningful afterhours support to young people in the Justice System Fixed term, full time opportunity until March 2027 This role works within Metropolitan Melbourne (South East and North West). Frequent travel will be required within the North West and South East Metro Regions. Youth Justice provides community-based supervision and case management services for young people who are appearing before, or have been sentenced by, the Children's Court, Koori Court and adult criminal courts and who have been placed on Youth Justice supervised orders, including supervised bail. Youth Justice promotes the rehabilitation of young people involved in offending, with the aim of reducing crime in the community. The Victorian Government has announced funding to establish a two-year metropolitan-based trial, the Enhanced Bail Supervision and Support (EBSS), to enhance Youth Justice's capacity to monitor and support young people on bail. The EBSS model is underpinned by the existing Youth Justice Case Management framework which prioritises: partnering with children, families and community supports to promote rehabilitation addressing criminogenic risk and needs to reduce the likelihood of re-offending utilising strengths based and culturally supported approaches About the role: The General Manager, Youth Justice Court Advice and Bail Service (YJCABS) is a senior leadership role responsible for the leadership and operational oversight of the Enhanced Bail Supervision and Support (EBSS) service, Youth Justice Central Court Advice Service and Youth Justice Bail After hours Service (YJBAS). The position will provide operating advice to deliver strategic outcomes across the state through coordinated responses to youth crime. The General Manager will also work closely with Youth Justice Regional General Managers across metropolitan Melbourne and regional Victoria and will provide supervision to Team Managers across each of the services it oversees. Key responsibilities will include Lead the integration of these services within the one broader YJCABS program, Oversee and monitor the implementation of the EBSS trial – including electronic monitoring of bail. Work closely with key stakeholders in embedding the EBSS model in the Youth Justice system during the trial, including Youth Justice Community, Victoria Police, Department of Education and Department of Families, Fairness and Housing. Promote opportunities for the rehabilitation of young people involved in offending, contribute to community safety and assist with crime reduction in the community. This role has oversight over services that are delivered by staff working outside of usual business hours. The incumbent will be required to work flexible hours of work, particularly within the ordinary span of hours of 7am to 7pm to ensure an appropriate level of engagement with staff across the service and to support service delivery as required. This will include participating in an ‘on call' roster to act as the primary decision maker in response to afterhours electronic monitoring alerts where escalation is required. About you: Ability to build and influence relationships with key agencies and stakeholders Demonstrated knowledge, experience and understanding at an advanced level of the Youth Justice system and the principles and philosophy underpinning relevant legislation and the Victorian Youth Justice program. Extensive experience in the principles of case management, case work and the range of assessments and interventions relevant to the age, gender, developmental stage and offending related needs of a young person. Demonstrated experience in leading and managing cross functional operations and determining service delivery resource allocation.
