About the Role
We are seeking expressions of interest for a General Manager, Communications and Corporate Affairs to own, lead and drive an integrated communications and corporate affairs function for icare, bringing together government relations, media, reputation management and internal and external communications under a unified strategic agenda. Builds trusted relationships with key stakeholders, including the Minister, Government, community, employers and injured workers – ensuring clear consistent and impactful communications that supports delivery, risk management and build long term confidence in icare.

Duties
Government, Parliamentary & Regulatory Relations
* Political Navigation: Act as the primary interface with the Minister's Office and NSW Treasury, providing expert counsel on key issues and management of strategic relationships to effectively frame icare's operational performance.
* Parliamentary Strategy: Lead the preparation for Inquiries and Estimates, ensuring all submissions are technically accurate and strategically framed. Monitor the legislative environment to proactively identify risks and advise the Executive on necessary shifts in positioning.
Communication, Media and Strategic Advisory
* Executive Counsel: Communications partner to the Chief Executive and called on to provide high-level judgment to the CE, Group Executive or Board on sensitive media issues or reputational risk.
* Agency Positioning: Define icare's role within the NSW Government to ensure a cohesive "whole-of-government" approach.
* Media Relations: Oversee a media office, developing clear narratives for complex financial and social outcomes.
* Internal Communications: Align a diverse workforce with transformation goals to foster an accountable, purpose-led culture.
Strategic Business Partnering
* Build trusted partnerships with Group Executive and Senior Leaders units to align communication and stakeholder engagement to operational priorities.
* Embed communication capability across the organisation through coaching, tools and frameworks.
* Oversee the enablement of leaders to communicate effectively during periods of change and delivery.
Crisis and Issues Management
* Reputation Management: Design and execute proactive strategies to build long-term trust with the NSW community, employers, and injured workers.
* Lead enterprise crisis communication and issues management framework including readiness, scenario planning and executive capability uplift. Provide calm, clear and strategic leadership during high‐pressure and complex situations.
Leadership and Capability
* Lead a high‐performing Corporate Affairs function across government relations, media, external and internal communications.
* Build contemporary capability in stakeholder engagement, data‐led insights and digital communication.
* Foster a culture of collaboration, accountability and continuous improvement.
* Drive disciplined execution, prioritisation and delivery.
Skills & Experience
* Significant senior experience in Corporate Affairs, Government Relations or Communications within a government, regulatory or highly complex public sector environment.
* Demonstrated experience working with Ministers, central agencies and government stakeholders.
* Strong understanding of public sector governance, accountability and political context.
* Proven capability in managing media, crisis and reputation in complex environments.
* Experience leading integrated communication and stakeholder strategies during transformation.
* Exceptional strategic thinking, judgement and influencing capability.
* Experience leading and developing high‐performing teams.
