DUTIES AND RESPONSIBILITIES - Provide strategic administrative and operational support to the Manager Infrastructure Works, contributing to development goals - Provide administrative and operational support to the Principal Engineer, as required - Mentor Project Support staff, providing technical guidance and overseeing workflow priorities - Liaise effectively with Principal Engineer, Project Managers, Works Coordinators and Supervisors to assist the Manager Infrastructure Works with the coordination of infrastructure delivery across multiple disciplines - Assist Principal Engineer and Works Coordinators with Road Maintenance Performance Contract (RMPC) contract administration, including claims generation and works order processing - Manage Queensland Reconstruction Authority (QRA) funding administration, including acting as liaison between Council and Disaster Consultants, assisting with technical administration and management of project claims - Administer infrastructure community maintenance agreements, ensuring compliance and operational efficiency - Assist in the development and monitoring of departmental and project budgets - Prepare management reports and maintain accurate documentation to support decision-making - Assist Coordinators and Project Managers with project administration including processing of progress claims, financial tracking and compliance reporting - Assist external consultants with liaison activities to ensure cultural heritage statutory requirements are met for Infrastructure projects - Develop, implement and maintain financial systems to support infrastructure finance operations, ensuring sound financial governance - Develop skills in infrastructure systems to enable provision of expert technical advice on infrastructure systems including asset management inventory priority products and platforms - Assist in the further development and implementation of the infrastructure procurement processes (e.g. quoting and tender arrangements) - Lead the implementation and maintenance of quality systems within the Infrastructure Department ensuring accurate and timely input and advice to key stakeholders and auditors - Administrate external funding reporting and act as liaison between Council and funding bodies for infrastructure works projects supported by the Infrastructure Technical Officer - Assist the Manager Infrastructure Works by taking a lead in the development, implementation and ongoing maintenance of Council's standard operational procedures - Respond to internal and external enquiries with professionalism, fostering strong stakeholder relationships - Assist with the monitoring of current industry standards (e.g. Main Roads specifications) and their integration into Council practices - Promote Council's image through proactive engagement and public relations - Support disaster management planning, training and response activities - Undertake complex duties consistent with skills and training, as directed - Contribute to the promotion of the image of the Council and the maximisation of good public relations - Liaise with clients, other Council staff, the public, consultants, utility and government authorities in the performance of duties, including providing and obtaining information - Undertake routine administrative tasks as required by the position, e.g. timesheets - Assist senior staff to continuously improve work processes and develop new practices, as required - Participate in training, exercises and response to disaster management and recovery as required - Undertake other relevant duties as directed, consistent with skills, competence and training. QUALIFICATIONS, EDUCATION AND LICENCE REQUIREMENTS Compulsory - Tertiary qualification in either Business, Project Management or Engineering - QLD General Safety Induction – White or Blue Card - Queensland 'C' class driver licence (minimum requirement – provisional licence). ABILITIES, SKILLS AND KNOWLEDGE REQUIRED Compulsory - Construction/Local Government knowledge and experience - Willingness to undertake Council provided training in Infrastructure Systems - Familiarity with Local Government procurement requirements - Minimum 5 years' experience in a similar role.
