About the Department The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (DITRDCSA) delivers some of the most complex policy and enabling programs in the federal portfolio. Its Enterprise Resource Planning Branch (ERPB) is standing up a department-wide ERP transformation program that will replace SAP ECC6 across Finance, HR, Procurement and Travel and Expense. This is a multi-year, multi-vendor program with significant people and process change.
About the Role The department is seeking an experienced Organisational Change Manager to support the commencement of the ERP Program in the critical pre-implementation window. You will review and strengthen the existing change strategy, build out the artefacts and tooling the program needs, and help leadership shape the change narrative before the implementation partner lands in August.
This is not a junior seat. You will need to bring proven ERP change expertise, walk in with a point of view, and give direction to a program that is still forming its shape. You will be supported by an in-house change practitioner, program support officers and a communications team.
The initial engagement runs to 30 June, with a 3 month extension option as the program moves into delivery. Contractors who perform in the initial term will be well positioned for the longer transformation journey.
Duties
* Review and refine existing change management artefacts (strategy, plan, change impact assessments)
* Develop change management resources, tools and templates fit for a complex ERP program
* Advise and give direction on the current ERP Program change strategy
* Support the leadership team in driving change messaging and reinforcing behavioural shifts
* Oversee stakeholder engagement, targeted communications and adoption planning
* Progress the ERP change management model and key change priorities
* Work collaboratively with suppliers, vendors, business units and delivery teams
* Partner with the in-house change practitioner and communications team
* Prepare the program for the arrival of the system integrator in August
* During extension: lead change activities through implementation, run business readiness and adoption, partner with training and own the benefits realisation plan
Skills and Experience
* Proven OCM delivery on at least one large-scale ERP implementation (state the product)
* Demonstrated ability to lead change in multi-vendor, multi-stakeholder environments
* Strong grasp of ERP-specific change impacts across Finance, HR, Procurement and T&E
* Track record advising senior leaders and shaping executive change narratives
* Capability to produce high-quality change artefacts from the ground up
* Experience partnering with system integrators and implementation partners
* Comfortable operating in a forming program with ambiguity and pace
* PROSCI or MSP qualification and methodology (desirable)
* Federal or state government ERP change experience highly regarded
* Available onsite in Canberra for the majority of the engagement from 18 May 2026
