Senior modelling and analytics lead (new south wales)

This is an essential role to provide the underpinning evidence and understanding of our communities and Health System so we can work collaboratively with and for our population.
This role leads the corporate analytics and modelling team for the Health Board, collaborating with divisions, analysts, and clinicians to provide evidence on service performance and supporting organisational strategy.
Responsibilities include producing analyses, advancing data modelling, and developing tools for data acquisition and management.
The position offers insight into the impact of changes, helping ensure efficient and equitable healthcare across Gwent.
This is a pivotal time to join as we strengthen our ability to support improvement throughout the Health Board.
Main duties of the job
The post holder will provide leadership and strategic guidance for insight and modelling practices, which are essential to enabling the Health Board to deliver high-quality, comprehensive, and coordinated services.
They will be responsible for facilitating collaboration with staff across all Divisions, including operational, transformation, DDaT, and Public Health teams, overseeing the analysis and collection of data via Health Board platforms, and producing targeted insights, models, reports, and advisory information to support the Health Board and its partners in delivering and enhancing healthcare services.
The post holder will deputise for the Head of System Planning and Performance, supporting the Clinical Futures Team in informing healthcare activity, shaping future policy, and planning resource requirements.
Working alongside the Head of System Planning and Performance, they will take a leading role in analysing major service changes within the Health Board, contributing to strategy development and the IMTP planning process and submissions.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Person Specification
Qualifications and Knowledge
Educated to master's level in a relevant subject or equivalent demonstrable level of experience of working at a senior level in specialist analytical area and extensive senior experience in public health or health inequalities
Substantial experience working at a senior level involving data analysis and modelling in healthcare settings
Experienced leader
Have specialist thorough knowledge of the principles of mathematics and statistics
Must demonstrate knowledge of the current health system within Gwent, the aims and aspirations of the Health Board and current national health policy
Knowledge of the Public Health agenda
Knowledge and understanding of equality and diversity issues and how personally can make a positive difference to this agenda
Experience of providing and presenting highly complex information to clinicians and senior managers (including at board level)
Experience
Experience in designing, developing, and delivering strategically aligned data science and modelling training programmes
Demonstrated experience with managing project scope and driving delivery in an evolving environment requiring proactivity and effective problem-solving and prioritisation when faced with challenges
Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
Evidence of post qualifying and continuing professional development
Experience in data warehousing
Relevant experience of working in health services planning within the public sector
Experience and understanding of evaluating and measuring the performance of public health services
Practical advanced experience or training in SQL
Practical advanced experience or training in Python or R
Skills and Attributes
Advanced IT skills with high level of experience of using Microsoft Office applications
Ability to manage complex and varying workloads whilst delivering to often tight timescales
Proven leadership skills and strong interpersonal, communication and organisational skills
Experience of negotiation and motivation skills
Experience and understanding of data quality issues
High level of understanding of the role of operational research in delivering clinical, operational and strategic planning service improvement
Ability to empower, coach and support staff
Able to manage incidents, which are difficult, distressing and emotional.
Skills for delivering results through managing through others and using a range of levers in the absence of direct line management responsibility
Ability to lead lead analysts /relevant stakeholder across multiple organisations to ensure that the work programme is well communicated and delivers outputs, as expected
Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
Negotiate on difficult and controversial issues including performance and change
Excellent presentational skills for conveying complex concepts, be a competent translator of data
Ability to use informed persuasion to influence others
Be able to effectively lead training and development programmes for internal and external persons
Other
Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery
Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution
Problem solving skills and ability to respond to sudden unexpected demands
Ability to analyse complex facts and situations and develop a range of options
Takes decisions on difficult and contentious issues where there may be several courses of action
