Opportunity for Governance and Risk Professional
Lithgow City Council, a Centre of Regional Excellence, seeks a motivated and goal-oriented Governance and Risk Manager to join their team.
This exciting opportunity involves providing effective leadership and assurance for Governance, Risk, Procurement, Internal Audit, and Workplace Health & Safety functions across the council. The successful candidate will be responsible for the management and implementation of frameworks in these key areas, ensuring compliance and consistency with best practices to achieve the council's objectives and goals.
The role encompasses:
* Governance: Development and management of the council's governance and committee framework, fraud and corruption control framework, and maintenance of the council's policy, standard working procedure, and delegation registers.
* Internal Audit: Development of the council's internal audit program, management of the council's internal audit function, and supporting the Audit, Risk, and Improvement Committee.
* Risk Management: Management of risk policies and the council's Enterprise Risk Management Framework, development of business continuity plans, and conducting risk management awareness programs.
* Procurement: Oversight of the council's procurement function, ensuring strategic and efficient processes, resulting in value for money and quality contract engagements.
* WHS Function: Facilitating the systematic management of workplace health and safety across the council in conjunction with the WHS team, including the identification of risk management activities and the implementation and maintenance of the council's WHS Management system.
The ideal candidate will possess:
* Tertiary qualifications relevant to the position in areas such as Business Management, Risk Management, Governance, Public Policy.
* Extensive professional experience in a broad range of governance functions, including policy development, risk management, and legislative compliance.
* Demonstrated ability to accurately interpret, analyze, and apply legislation and make sound recommendations for policy review as required.
* High-level skills and experience in implementing Enterprise Risk Management Frameworks and/or organizational risk management.
* High-level skills and experience in successfully managing and implementing audit processes.
* Advanced interpersonal skills and demonstrated ability to build and maintain relationships, negotiate outcomes, resolve conflict, and provide clear advice, guidance, and direction.
* Advanced communication skills and demonstrated ability to prepare a wide range of communication materials, including reports, correspondence, submissions, policies, and procedures.
* High-level project management skills.
* Proficiency with Microsoft Office and document management applications.
* Demonstrated ability to develop efficient and effective procedures and implement change management.
* Demonstrated ability to model the council's key values and desired behaviors.
* Thorough understanding of Work Health and Safety.
* Class C Driver's License.
