Section Manager Regulatory Guidance - Affimitive Measures - Aboriginal and/or Torres Strait Islander and/or Disability

The Section Manager Regulatory Guidance leads a multi-disciplinary team of subject matter experts and corporate services administrators responsible for the provision of regulatory guidance and support to the aviation community. The team also provides regulatory guidance to CASA staff requiring clarity about the rule set to assist in discharging their duties.
Responsibilities
* Oversee the provision of guidance to aviation industry participants and CASA staff on the interpretation and application of the Civil Aviation legislation and regulatory processes, including the service delivery and performance framework, system management and reporting.
* Actively lead the section, ensuring staff are aligned, motivated and inspired to deliver results in accordance with Branch and Divisional plans and service standards.
* Work closely with other section managers within the Branch to detect and analyse trends in industry uncertainty that may impact safety and use that analysis to influence improved safety behaviours, including through:
o Amendments to guidance material and web content
o Safety education
o Advice to the Aviation Safety Committee
o Provision of insights to inform standards development
* Collaboratively develop, negotiate, monitor and revise Service Level Agreements with business areas to optimise service delivery.
* Promote a service culture within the Branch and through interactions with internal stakeholders.
* Contribute to the strategic outcomes of the Branch and Division objectives through developing and implementing operational plans, setting operational priorities, and monitoring execution to achieve Divisional objectives.
* Collaborate with stakeholders to identify improvement opportunities and lead the development and implementation of innovative solutions.
* Manage risk consistent with the CASA Board's risk appetite, and CASA's policies and procedures.
* Lead by example and model behaviours consistent with CASA's values, and work health and safety, equity and diversity policies.
* Work supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes.
* Other duties as required.
The Role
The Section Manager Regulatory Guidance leads a multi-disciplinary team of subject matter experts and corporate services administrators responsible for the provision of regulatory guidance and support to the aviation community.
Our Ideal Candidate
The candidate must demonstrate the following:
* Experience leading, managing, and coaching multi-disciplinary and remote teams.
* Experience implementing and promoting continuous improvement in a client-focused or service delivery environment.
* Ability to identify problems, think critically and strategically, analyse and synthesise information, and provide advice to internal and external stakeholders in various mediums.
* Knowledge of and compliance with legislative frameworks, government decision making and an aptitude to develop this specifically in relation to CASA guidance and regulations.
* Experience engaging and negotiating with internal stakeholders to improve delivery of services.
Desirable:
* Knowledge of the Australian aviation industry and its regulatory environment.
* Experience managing change, or small to medium sized technology projects.
Eligibility
* Must be an Australian citizen or permanent resident.
* Undergo pre-employment screening including a Police Check.
* Currently hold a Commonwealth security clearance to Baseline or have the ability to obtain and hold a clearance at this level.
