The team
The CFO/Business Management Team provides high quality advice and support across a range of business services including finance and budget management, financial reporting, accounts payable and receivable, travel, procurement, enterprise risk management and finance policy.
The Team is focused on transforming how we provide services to ONI through the implementation of streamlined solutions.
Ideally, candidates will have an excellent understanding of the Commonwealth’s Resource Management Framework, Australian Accounting Standards, finance systems and processes. These roles offer a great opportunity to apply your skills in a small professional agency.
The roles
We are looking for motivated self-starters with well-developed skills in a broad range of accounting and financial management functions, including:
* internal and external budget
* financial reporting
* preparation of financial statements
* management of assets
* management reporting
* FBT and BAS returns
* financial policies and governance
* compliance and training
Successful candidates, as part of a team, will be responsible for leading (at the EL2 level) or contributing (APS5-EL1) across the range of ONI’s accounting and financial management functions.Key attributes
We are looking for candidates with skills and experience in one or more of the range of accounting and financial management functions, including:
* experience applying Australian Government budget and financial frameworks, including preparation of budget publications, development of NPPs, budget costings, liaison with internal and external stakeholders on budget matters, development of budget publications
* internal budget management including preparation of management reports and analysis for governance committees, senior management and key stakeholders
* managing and maintaining budget and actuals data in financial management information systems and CBMS
* establishing and maintaining robust internal controls, including financial policies and governance arrangements, compliance frameworks and training
* finance business partner support, providing support to internal stakeholders
* demonstrated experience in preparing annual financial statements in accordance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the Public Governance, Performance and Accountability (Financial Reporting) Rule 2015 (FRR), and Australian Accounting Standards (AAS)
* proven capability to perform business-as-usual financial functions, including processing receipts and payments, financial asset management and accounting, preparing monthly journals and balance sheet reconciliations, completing annual FBT and monthly BAS returns, and undertaking treasury functions such as drawdowns and bank reconciliations
* sound understanding of whole-of-government arrangements and policies relating to travel and corporate credit cards
* strong understanding of the Commonwealth Procurement Rules, Grant Guidelines, and associated principles, with the ability to provide informed advice to staff undertaking procurement activities.
