JOB DESCRIPTION
The role coordinates delivery of the Natural Heritage Covenant Program, overseeing staff, contractors and consultants to achieve timely and effective outcomes. It provides specialist technical, policy and legal support, including the preparation, review and interpretation of conservation covenants and related instruments, and communicates obligations to landholders. The position liaises with key stakeholders across government and the conservation sector, contributes technical advice on biodiversity and land management, and supports the development of management plans and monitoring reports. It also prepares submissions and organisational responses on covenant-related land matters, manages compliance issues, and maintains accurate records, spatial data and reporting systems.
DUTIES AND KEY RESPONSIBILITIES
* Coordinates the delivery of the Natural Heritage Covenant Program, including the day‐to‐day management of staff, contractors, and consultants to achieve effective and timely program outcomes.
* Prepares, reviews, and interprets restrictive covenants, deeds, and related legal instruments in consultation with appointed legal advisers, and clearly communicates obligations and implications to landholders.
* Liaises with key stakeholders, including the WA Planning Commission, Department of Biodiversity, Conservation and Attractions, local governments, legal advisers, and conservation partners on matters relating to natural heritage and covenants.
* Provides specialist technical advice on bushland and biodiversity management for covenanted land, supporting the protection, management, and enhancement of conservation values.
* Reviews and provides technical input into bushland management plans, site assessments, and stewardship reports, ensuring recommendations are evidence-based, practical, and aligned with agreed conservation objectives.
* Coordinates and prepares organisational responses to proposals, plans, or activities that may impact natural heritage places or covenanted land, delivering timely, accurate, and well-informed advice.
* Prepares submissions and provides technical advice on legislative, policy, and strategic developments affecting natural heritage places and covenanted land, as required.
* Identifies and manages issues relating to covenant breaches, non‐compliance, or third‐party impacts, applying sound judgement, established procedures, and effective conflict resolution strategies.
* Maintains accurate and up‐to‐date records, including spatial datasets, GIS layers, databases, monitoring documentation, photo‐point records, and reports, in accordance with organisational standards.
* Undertakes other duties as required by the Chief Executive Officer or delegate.
SELECTION CRITERIA
* Demonstrated knowledge of WA flora, fauna, ecological communities, biodiversity values, key threats and land management practices.
* Proven ability to coordinate projects, teams, staff and contractors effectively.
* Strong written, verbal, negotiation and interpersonal skills, with experience engaging stakeholders and delivering presentations.
* Advanced IT skills, including ESRI ArcGIS and/or QGIS, and the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Planner).
* High attention to detail, with the ability to interpret basic legal documents.
* Working knowledge of relevant environmental legislation and policies.
* A relevant tertiary qualification in Heritage, Community Development, Environmental Science, Conservation and Land Management, Social Sciences or other related disciplines.
* C Class Driver's Licence.
* National Police Clearance.
FOR FURTHER JOB‐RELATED INFORMATION
While this is a twelve month fixed‐term contract, with a six month probationary period, subject to satisfactory performance, should the financial situation provide an opportunity for a longer term extension, this will be considered.
