Primary objective

To provide high level support, administration and advice in relation to the development, improvement and promotion/delivery of

emergency management and business continuity training and operational support during activations. To ensure organisational

preparedness, and the capability to respond to, and recover from all-hazards emergencies and events, and minimise disruption to

the delivery of health services.

Key duties and responsibilities

1. Conduct training needs analysis of emergency management and business continuity training and exercise requirements and

develop annual training/exercise programs to ensure organisational all hazard preparedness, response and recovery.

1. Collaborate with and support emergency management regional staff in the development and coordination of emergency

management, business continuity training packages including on-line, face to face, and externally provided training courses.

1. Maintain training records and a skills database of NT Health staff trained in the relevant emergency management training.

2. Establish and maintain equipment, facilities, stores, system access, fly-away kit etc. required to support emergency and business

continuity operations including any emergency operations centre requirements. Represent NT Health, as a Liaison Officer as

part of a multi-agency response.

1. Provide emergency management operations, training and business continuity advice, guidance and assistance to NT Health

staff members through multi-source researching, gathering and investigating industry and best practices.

1. Maintain the skills and knowledge of NT Emergency Management Arrangements and NT Health agency capability and capacity.

Where appointed, lead and supervise an Incident Management Team function.

1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken

to ensure high quality, safe services and workplaces.

Selection criteria

Essential

1. Demonstrated comprehensive working knowledge of contemporary Emergency Management and Business Continuity

Management principles and practices as it relates to the NT and/or health care environment.

2. Demonstrated ability and experience in development, assessment, and delivery of emergency management related training.

3. Demonstrated skills, knowledge, and experience in the application of Incident Management System (e.g. Australasian

Interagency Incident Management System) in emergency response and recovery operations.

4. Proven skills and ability to represent the agency as a liaison officer, or in a functional capacity, within multi-agency activations

or at a jurisdictional meeting.

5. Demonstrated effective written and oral skills including stakeholder communications and engagement skills.

6. Ability to work outside of normal business hours and as part of an on-call Emergency Management Duty roster.

Desirable

1. Tertiary or Certificate IV qualification in Training and Development, or Workplace Training and Assessment.

2. Tertiary qualification in a discipline relevant to Emergency Management (EM) or significant previous experience in an emergency

management role(s).
