The EL2 Actuary Director (Professional Stream) position is an important team leadership position within the NDIA and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities. The position will apply a significant understanding of the NDIA functions to provide high level of advice to senior management, Senior Leadership Team and NDIA Board. It is responsible for influencing and developing strategy, policies, priorities and operational practices in support of the NDIA's objectives to "build a world-leading National Disability Insurance Scheme". The Analytics, Data & Actuarial Division (ADA), led by the Scheme Actuary, provides information and advice on Scheme monitoring, financial sustainability and risks. The Division is comprised of three branches, Actuarial Insights and Monitoring, Data and Analytics and Scheme Effectiveness and Forecasting. The Scheme Forecasting and Effectiveness Branch is split into two sections, Scheme Forecasting and Scheme Effectiveness and Outcomes: Scheme Effectiveness plays a key role in measuring outcomes and informs the development of the Agency's Future Outcomes Framework. It evaluates the effectiveness of the Scheme's support by analysing quantitative and qualitative relationship between payments and outcomes. Scheme Forecasting provides continuous monitoring of financial sustainability pressures within the Scheme, including support to other branches in assessing the financial impacts of operational activities. The key deliverable of the work area is the production of the Annual Financial Sustainability Report (AFSR), which supports the Scheme Actuary's legislative responsibilities in assessing the ongoing financial sustainability of the Scheme overall. Additionally, Scheme Forecasting provides strategic advice, analysis, and modelling to support Home and Living policy development and operational process improvements. The Actuarial Insights & Monitoring branch provides ongoing monitoring and reporting on Scheme performance against key metrics both externally and to the NDIA Board and its subcommittees. They are responsible for the production of the QRDM and also perform analysis and sustainability impact assessments to support the Strategic Leadership Team in policy development and provide key strategic insights on legislative reforms and the NDIS Review. The key duties of the position include This position is within the professional job stream and the officer must possess relevant academic qualifications including tertiary qualifications in Actuarial Studies or Mathematics/Statistics, progressing towards Associate and/or Fellowship qualifications The following skills, experience and attributes will be viewed as highly favourable: • Strong leadership experience and managing geographically dispersed staff • Strong stakeholder management • Experience in delivery of internal/external reporting • High level of experience/responsibility in management of work projects • Experience in working in similar government agencies The EL2 Actuary Director (Professional Stream) will exercise a significant degree of independence and will use a high-level of decision-making and judgement. The role will be required to coordinate and assume responsibility for highly complex or sensitive projects and work program outcomes across the functions that have strategic or operational significance to the NDIA. Tasks include but are not limited to: Providing oversight, management and responsibility for deliverables of project-based work and regular reporting, managing stakeholders as the responsible director of the project. Producing and communicating detailed technical, professional and policy advice in relation for complex problems to internal or external stakeholders. Researching and implementing innovative techniques and inter-disciplinary methods that solve business issues. Utilising advanced technical skills and experience for designing actuarial, statistical and mathematical models, with direction and coaching for junior staff undertaking analytical work. Building capability of the team through coaching others, providing performance feedback, knowledge sharing and encouraging career development. Working across teams, building strong relationships within the ADA and other stakeholders within the NDIS. Contributing vital input towards innovation and business improvement strategies and discussions on the team and division's strategic goals. Supporting the Scheme Actuary in fulfilling statutory requirements of the NDIS Act 2013 including the provision of data and analysis for reporting to the Board, Minister and for the purpose of public data sharing. While this role is ideally performed from Surry Hills NSW, Richmond VIC and Geelong VIC, other working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.
