Corporate and Research Division
The Corporate and Research Division partners with business areas across the ACMA, to provide enterprise-wide enabling services and strategic advice so that the ACMA can achieve its purpose. The Division facilitates this through the delivery of key corporate functions including financial management, property services, security, procurement advice, performance reporting, research and data, digital and technology services, human resources, communications, and governance services.

Research, Data and Governance Branch
The Research, Data and Governance Branch shapes and delivers impactful consumer and market research that drives regulatory decisions and supports the ACMA's compliance and enforcement priorities. The Branch champions the ACMA's data strategy, data governance and geospatial frameworks, ensuring agency decision-making is supported by high-quality data, analytics, and evidence-based insights. The Branch also provides governance services, risk and fraud management frameworks, parliamentary coordination, internal audit contract management, and targeted international advice and services. It supports the Audit and Risk Committee with secretariat services and oversees strategic planning and performance reporting.


About the role

Are you interested in helping inform decision making and operations at all levels with data that is discoverable, usable and safe? Do you want to help deliver the ACMA Data Strategy?

As the Data Platform Services Manager, you will lead the delivery of a modern, scalable enterprise-wide data platform to meet the analytical and operational needs of the ACMA. You will provide technical leadership ensuring the platform is optimised to meet business requirements, taking forward a program of work so the platform can better enable data management, self-service analytics and data science including contemporary ML/AI workflows.

This role combines strategic leadership with technical know-how. You will drive improvements in our data analytics platform architecture and tooling, ingestion frameworks, transformation pipelines, implement data governance frameworks, and proactively monitor and optimise platform performance and reliability.

An important focus will be to bring together data architecture, data engineering and data administration capabilities and lead the transition from outsourced to in-house resourcing. You will partner with internal stakeholders ensuring that the data analytics platform aligns with governance, architectural, security and best-practice standards.

With a forward-looking approach, you will ensure that the ACMA's data platform is ready to take full advantage of new technical developments and opportunities. The role is funded to lead a major transformational project to enhance the ACMA's cloud-based data analytics and reporting platform to provide contemporary data science and artificial intelligence capabilities.

Key Duties

In this role you will:

* Establish, scale, lead and manage a team of data specialists including data engineers, data platform administration and data architects supporting data platform development and operations
* Review the current state of ACMA's Microsoft Azure cloud-based data analytics platform, including documentation, identify gaps and opportunities for uplift to inform a roadmap to grow our data capability in line with the ACMA Data Strategy—this includes data science and AI applications
* Evaluate and uplift technical documentation on data analytics platform design and operations to ensure alignment to relevant ACMA policies and procedures and best practice standards
* Optimise data analytics platform architecture and operations to make data more accessible and create and maintain reliable data ingestion pipelines and transformation frameworks to integrate and manage internal and external data, while maintaining data security and privacy
* Monitor and enhance platform performance and usage to ensure efficient resource consumption and drive continuous improvement in platform reliability, data pipeline performance, and job orchestration
* Implement observability frameworks (e.g. quality checks, lineage, logging) to proactively detect and resolve data issues and address data quality
* Partner with key internal and external stakeholders to deliver a fit-for-purpose enterprise-wide data analytics platform infrastructure that is scalable, flexible and cost-effective to meet changing ACMA needs and priorities—this extends to uplifting capability to store and analyse data from other Commonwealth agencies
* Engage with key stakeholders to manage platform priorities and deploy technical resources including data engineers, test leads, and business analysts to meet business objectives. Source and manage vendor engagement as appropriate and develop internal expertise to deliver data analytics platform services enterprise-wide, and as part of cross-functional data project delivery teams
* Connect technical and non-technical stakeholders and teams by fostering collaboration and knowledge sharing to leverage data effectively

Eligibility

To be eligible for employment with ACMA, applicants must be an Australian citizen.

The successful candidate will also be required to obtain and maintain a Baseline level security clearance.
