About this role

The Climate Change Authority (the Authority) is an independent statutory body established under the Climate Change Authority Act 2011 to provide expert advice to the Australian Government on climate change policy and how Australia is progressing towards a prosperous and resilient economic transition to net zero emissions.

The Corporate Branch works collaboratively as a multidisciplinary team to provide strategic and operational services and advice across the Authority’s human resources, financial management, procurement, property and facilities management, governance, risk and audit, protective security, and information management functions.

The Manager, Human Resources (HR) and Security works in partnership with the General Manager, Corporate and CFO, the CEO and Senior Executives to lead the Authority’s HR function and associated security responsibilities. The role is responsible for implementing and managing strategic HR objectives, policies and initiatives, and the delivery of high-quality operational HR services along with managing payroll services outsourced to a Shared Services provider.

The key duties of the position include:

The Manager, HR and Security role sits within a small Corporate Branch, providing both strategic and hands-on leadership in a complex and evolving APS environment. This role will lead a small team including a specialist EL1 Assistant Manager, who has responsibility for day-to-day facilities and security operations and advice. The EL1 operates independently within the HR and Security team and may work directly with the General Manager, Corporate and CFO in their Chief Security Officer role.

Duties may include, but are not limited to, the following:

* Providing strategic oversight and people leadership to the team, setting priorities and ensuring alignment with broader corporate and Authority objectives.
* Leading the development and implementation of workplace relations initiatives that support performance, integrity, and compliance, while fostering a fair and inclusive workplace culture.
* Providing expert strategic and operational advice on HR matters, including recruitment, organisational capability, workplace relations, payroll, WHS and performance management.
* Leading collaboration across the Authority to identify and deliver strategic workforce outcomes.
* Managing workplace relations matters and complex people and performance issues, including supporting managers and providing expert advice to delegates.
* Preparing and contributing to high level executive and committee papers, reports and workforce statistics, including presenting information and responding to reporting enquires.
* Interpreting and ensuring compliance with relevant legislation, frameworks, policies, and directives, applying procedural fairness in decision‑making and people management practices.
* Providing strategic workforce, financial and risk management oversight for HR related activities, including resource planning and mitigation of people and industrial risks.
* Providing oversight of agency security and workplace facilities functions, supporting safe, effective, and fit‑for‑purpose operations.

Our ideal candidate will have:

* Highly developed leadership and management skills, with the ability to lead a team effectively in a dynamic environment while fostering a positive and supportive team culture and responding flexibly to changing priorities.
* Deep and broad experience across all areas of HR, with strong technical and practical experience in recruitment, learning and development, WHS, employee relations, and APS people-related legislation and frameworks.
* Extensive experience working as a senior HR leader, preferably in the APS, with deep working knowledge of APS frameworks, systems, policies and legislative requirements.
* Highly developed communication, negotiation, and influencing skills, with the ability to engage effectively and provide clear, persuasive, and outcome-focused advice to staff at all levels, senior executives, and external stakeholders.
* Demonstrated ability to build a culture of continuous improvement, partnering with leaders to enhance capability, manage change, and strengthen HR policies, processes, and governance.

The following are desirable, but not essential:

* Relevant qualifications in HR and/or AHRI membership.
* Experience working and leading teams across a range of HR functions.
* Experience working in, or exposure to, facilities and security-related governance or compliance frameworks within the APS.
Eligibility
* Citizenship: to be eligible for employment with the Authority you must be an Australian citizen.
* Security Clearance: this position requires an Australian Government Security Vetting Agency (AGSVA) Baseline security clearance. You will be required to obtain and maintain a clearance at this level.
* Pre-employment checks: your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, identity checks and referee checks.
