**About the role**

This is a **Permanent - Full-time** position, working **35 hours per week **(Monday to Friday**)** at the **Nowra Administration Building.
The advertised salary is based on the grade of the position, comprising of 4 steps within the range shown. The starting salary is at Step 1 within the grade. Progression through the salary steps shall be based upon the achievement of performance objectives relating to the position.

**Duties**

Reporting directly to the Team Supervisor - Compliance, the focus of this position is to:

- Administer and enforce the various Acts and Regulations under which Council is required to function, in particular development control and environmental protection associated with land use activities.
- Assist in the administration of applicable Acts so as to achieve the best built environment, health, welfare and well-being of the whole community and to ensure achievement of the objectives of Council's Management Plan and Council's levels of customer service.

**Skills & Experience**

In order to be successful in the position, you will be/ possess:
**Grade 9 - Area Compliance Officer**

Essential Qualifications, Licences and Experience
- Certificate IV in investigation, local government regulation or equivalent, or currently enrolled in building surveying or town planning qualifications or equivalent combined with relevant experience in the field of investigation and enforcement or;
- Relevant experience in the field of investigation and enforcement.
- SafeWork NSW Construction Induction Certificate (White card) or ability to obtain
- Current Class C Driver's Licence
- Effective time management and prioritisation skills.

**Grade 10 - Area Compliance Officer**

Essential Qualifications, Licences and Experience

The above requirements plus:

- Relevant experience in inspecting swimming pools in accordance with the Swimming Pools Act 1992
- Well-developed oral and written communication skills to effectively communicate with a diverse group of people at a general and technical level.
- Capacity to achieve performance targets in accordance with Divisional objectives.
- Strong interpersonal skills that will work effectively in a small team.
- Demonstrated effective time management and prioritisation skills with the ability to balance competing workloads and deliver within deadlines.
- Capability to issuing notices and orders and taking enforcement action.

**Grade 11 - Senior Compliance Officer**

Essential Qualifications, Licences and Experience

The above requirements plus:

- Tertiary qualifications in Building Surveying or environmental health, town planning qualifications, environmental health, or equivalent combined with relevant experience in the field of investigation and enforcement
- Extensive experience in the field of investigation and enforcement.
- Extensive knowledge of the requirements of the Environmental Planning & Assessment Act, Local Government Act & Protection of the Environment Operations Act
- Extensive knowledge of the requirements of the Swimming Pools Act 1992.
- Extensive ability to completing routine to complex investigation to determine compliance standards and codes.
- Demonstrated comprehensive knowledge of the Building Code of Australia, EP&A Act, 1979 and LG Act 1993 as it applies to building work in all classes for the purpose of completing fire safety inspections and Building Information Certificate inspections.
- Detailed knowledge of the requirements of the Environmental Planning and Assessment Act.
- Inspections, interviews, evidence collection, preparation of statements of evidence for legal proceedings and appeals and court attendance.
- Well-developed oral and written communication skills to effectively communicate with a diverse group of people at a general and technical level.
- Capacity to build co-operation within and between teams to coordinate the delivery of services that contribute to outcomes for the group.
- Ability to coach and encourage others to improve their performance and to contribute to section objectives

Grade 9-11 - Area/Senior Compliance Officer

Essential Technical Skills
- Knowledge of relevant compliance legislation in relation to development assessment, land use and compliance, lawful and unlawful building construction, environmental management on development sites and penalty notices.
