The opportunity we have available The successful candidate will be working on an international posting. They will be required to operate outside normal working hours and attend all in-person ICAO meetings located at ICAO's headquarters in Montreal, Canada. The International Civil Aviation Organization (ICAO) is the specialised United Nations agency established by the 1944 Convention on International Civil Aviation (Chicago Convention) responsible for setting internationally-agreed aviation safety, air navigation, aviation security, facilitation and environmental protection standards. ICAO is comprised of 193 Member States, which elect ICAO's 36-member governing Council on a three-yearly basis at ICAO's triennial Assembly. Australia is currently a member of the ICAO Council and is standing for re-election at the ICAO Assembly in September 2025. The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (the department) is the policy lead agency for administering the Chicago Convention in Australia and for managing Australia's whole-of-government engagement with ICAO. The department works closely with the Civil Aviation Safety Authority and Airservices Australia on managing Australia's relationship with ICAO and on implementing our international aviation commitments. The Australian Maritime Safety Authority, the Australian Transport Safety Bureau, the Bureau of Meteorology, the Department of Home Affairs, and the Department of Foreign Affairs and Trade (Australian Passports Office) are also responsible for implementing certain aspects of Australia's commitments stemming from the Chicago Convention. Australia has a Permanent Mission to ICAO and the successful candidate will represent Australia in that capacity and as Australia's representative on the ICAO Council, if Australia is successfully re-elected to the Council in September 2025. The successful candidate is expected to work closely with the department and Australian Government aviation agencies to progress Australia's international aviation aims and objectives. The position is based in Australia's Permanent Mission to ICAO at ICAO's headquarters in Montreal, Canada. The appointment is for a non-ongoing, three-year term with consideration to a one-year extension subject to the agreement of the Department. The successful candidate will work closely with the members of the ICAO Council and the ICAO Secretariat. The Council and its committees set the direction of the work of ICAO, and provides oversight of the ICAO Secretariat's activities. The Council is also responsible for the making of international aviation Standards and Recommended Practices, and may act as an arbiter between Member States on disputes concerning aviation and implementation of the Chicago Convention. Elections for Council positions will take place during the 42nd Session of the ICAO Assembly in September 2025 and this position is dependent on Australia's re-election. The key duties of the position include What will you do? Represent, promote and advocate for Australia's international aviation priorities on a range of matters including aviation safety, air navigation, aviation security, facilitation, environment, and economic development issues, including to other ICAO Council members and delegations of ICAO Member States resident in Montreal, as well as to the ICAO Secretariat. Liaise, consult and negotiate with a variety of diverse stakeholders in an international setting. Build and maintain strong connections and relationships with Australian Government aviation agencies and provide advice and support to Australian Government representatives on ICAO's panels, working groups, study groups and those attending other ICAO meetings. Provide advice on, and contribute to, the development of Australian aviation policy as it relates to Australia's international commitments under the Chicago Convention and consideration of various issues within ICAO. As a Representative on the Council, contribute to the effective governance and performance of ICAO. Manage the resources of Australia's Permanent Mission to ICAO in accordance with departmental requirements, including planning, monitoring and regularly reporting on expenditure. Provide leadership and direction to the other staff in the Australian ICAO Montreal Office. Who are we looking for? The successful candidate for this position will be able to demonstrate their capability against the APS/Executive level EL2 Work level standards. To be successful in this role, you will need to demonstrate your ability to: Demonstrate the knowledge, skills and experience to be able to represent Australia in an international setting and to successfully advocate for Australia's interests, including possessing high level policy skills; Demonstrate highly developed communication and negotiation skills, and an ability to build and maintain a network of stakeholders; Demonstrate proven experience in the conduct of international relations, necessary to undertake a high-level and sensitive representational role with limited oversight; Demonstrate a working knowledge of ICAO and the ICAO Council and an appreciation of the development and implementation of international aviation arrangements; and Demonstrate an understanding of the structure and organisation of the Australian Government, particularly in regards to international aviation, and the Australian and international aviation industry.
