About the role: The Senior Manager, Strategic Partnerships and Operational Excellence will provide state-wide leadership in the design, implementation, and optimisation of Victoria's emerging learning health system (LHS) model. This model underpins Safer Care Victoria's statewide safety improvement agenda, including programs focused on reducing avoidable harm and admissions, improving medication safety, reducing low-value care, and delivering the Department's cost-avoidance objectives under Resetting the Victorian Public Service (RVPS). The Senior Manager is responsible for establishing the systems, processes, technology, governance, and culture required to enable a continuously learning, data-driven health system. This includes embedding real-time feedback loops that convert patient encounters into actionable insights, accelerating translation from evidence to practice, and supporting health services across all 12 Local Health Service Networks to adopt and apply improvement at scale. Recognised as a state-wide expert in health system improvement, clinical governance, implementation science, change management, and commercial strategy, the Senior Manager provides authoritative advice that shapes strategic direction at departmental, state, and national levels. The role leads multidisciplinary teams, drives cross-branch integration through matrix operating models, and manages complex partnerships with senior leaders, clinicians, government agencies, and peak bodies. As well as monitoring the standards of care provided, Safer Care Victoria is partnering with patients, clinicians and health service managers to support the continuous improvement of health care. About you: * A post-graduate qualification in a relevant field (e.g., Health, Business Administration, Public Policy) * Demonstrated expertise in designing and leading learning health system capability, including real-time data analysis, integrated improvement cycles, translational research, and system-wide feedback loops. * Extensive experience leading large-scale, system-wide improvement initiatives across complex health environments, including clinical governance, safety improvement, implementation science, and health system reform. * Proven ability to conceptualise, architect, and implement new system-level models of care, improvement frameworks, and performance systems that operate across multiple jurisdictions and service types. * Advanced commercial and strategic capability, including financial analysis, business case development, program evaluation, and commercial negotiations that deliver value to the health system. * Recognised state-wide or national expertise demonstrated through publications, presentations, advisory roles, or leadership of major reform programs (desirable).
