The Position
To assist and support the Education & Compliance Team to ensure that an effective customer focused regulatory service is provided.
Responsibilities
KEY RESPONSIBILITIES:
Under Direction, Assist In The Following

* Car Parking:
o Regular patrols of public carparks and designated street parking areas within the AlburyCity.
o Identification and removal of abandoned vehicles from public roads and property.
* Stock and Animal Control:
o Regulation of the control and management of stock and companion animals.
o Animal impounding procedures and provide administration duties related to animal and stock control matters.
* Public Land:
o Regulation and management of various activities upon streets, footpaths and areas of public land.
o Seize and impound abandoned and unapproved articles on public roads or land.
* Environment:
o Investigate allegations and incidents relating to environmental (air, noise, water & land) contamination and illegal dumping matters.
o Regulate and monitor parcels of land to minimise unhealthy conditions or potential for fire outbreak.
* Planning and Development:
o Investigate allegations or incidents relating to breaches of NSW Legislation, Regulations, Standards or AlburyCity Policies.
* General:
o Initiating compliance and enforcement procedures including the issue of Infringements, Notices and Orders where necessary in accordance with NSW legislation and AlburyCity Policies.
o Provide regulatory and inspectorial services to ensure legislative compliance.
o Maintain and update compliance registers in accordance with legislation and AlburyCity Policies.
o Participate in public educational seminars and specific community focused events to promote compliance and regulatory matters where necessary.
o Carry out general administration, recording and filing duties related to legislation and AlburyCity Policies
o Respond appropriately to customer complaints and requests in accordance with AlburyCity’s Customer Service Charter.
o Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee’s skill, competence and training.
o Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.
o Observe appropriate AlburyCity Policies and Procedures regarding day to day operations including Equal Employment Opportunity policies, AlburyCity’s Dress Code and Standards Policy and AlburyCity’s Code of Conduct.

Employment Conditions
* Based on a 38 hour week, with actual days and times being Monday to Friday, 8:00am to 5:00pm, with an RDO in accordance with AlburyCity's RDO guidelines. These times may vary due to operational requirements and will be determined by the supervisor.
* This position may involve work outside normal working hours. Additional hours over the standard 38 hours will attract payment of overtime rates as agreed with your supervisor.
* In line with the provisions of the Local Government (State) Award 2020, this position will receive the Level 1, Adverse Working Conditions Allowance.
* This position requires enrolment in and completion of a Certificate IV in Local Government Regulatory Services as part of an AlburyCity traineeship. Enrolment will be organised by the Our People Team. The study component of the course will be primarily completed outside standard working hours of the position.
* This position is for a temporary period of up to 2 years.
* This position is a formal traineeship and is regulated by the Apprenticeship & Traineeship Act 2001. Applicants with equivalent industry qualifications are ineligible to apply. For further information, please contact the Our People Team on 02 6023 8700.
* This position involves working in a predominantly outdoor environment where a varying range of temperatures, weather conditions and walking surfaces may be experienced. The position requires a moderate level of aerobic and physical fitness to undertake regular physical activities such as walking, lifting, pulling, pushing along with the capacity to maintain normal manual handling tasks across the work day – depending on the nature of the tasks undertaken. The use of relevant work method statements and appropriate WHS standards are an integral part of the role. A full functional and medical assessment is required for this position.
* This position will be provided with vaccination against the following:

Infectious Diseases
* Hepatitis A
* Hepatitis B
* Q Fever
* This position has been assessed as Category C under AlburyCity's Dress Code. Category C is defined as outdoors; uniforms in this category are compulsory and are provided by AlburyCity.
* This position involves working in a predominantly outdoor environment where a varying range of temperatures, weather conditions and walking surfaces may be experienced. The position requires a moderate level of aerobic and physical fitness to undertake regular physical activities such as walking, lifting, pulling, pushing along with the capacity to maintain normal manual handling tasks across the work day – depending on the nature of the tasks undertaken. The use of relevant work method statements and appropriate WHS standards are an integral part of the role. A full functional and medical assessment is required for this position.
* This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act.
* This position requires evidence of a current Australian National Police Check.
* This position is located at the Albury City Council, 553 Kiewa St, Albury with frequent visits to external sites/depots.

ALBURYCITY TRAINEESHIP CRITERIA
To Be Considered Eligible For This Position
* An applicant must not have 50% or more of the identified qualification or a similar or a higher industry qualification completed.
* The recruitment of an AlburyCity Trainee is based on the assumption of no/limited industry skills or knowledge and is not based on age.

Essential Criteria
* Completion of Year 12 Higher School Certificate or equivalent
* Class C (standard) Driver's Licence (compulsory to have and maintain)
* An interest in compliance and regulatory work

Specialist Knowledge And Skills
* Demonstrated sound computer skills and knowledge, with understanding of Microsoft Office
* Ability to learn new systems and processes
* Ability to develop capacity to:
* issue local government related penalties including Infringements, Notices and Orders
* carry out investigations and collect evidence
* Ability to learn and demonstrate understanding in:
* legislative enforcement procedures
* customer service principles
* Fundamental literacy skills in receiving and executing instructions
