Great opportunity to join Tobacco Licensing Victoria on an ongoing basis in Melbourne. Build and implement intelligence frameworks, procedures, and outputs that drive effective information collection, analysis, and dissemination. Play a key role in establishing Victoria's new tobacco licensing scheme and regulator through strong intelligence capability leadership.
Reporting To
Reporting To The Manager, Intelligence And Reporting, the Senior Intelligence Analyst will lead the development and implementation of an intelligence capability for the effective collection, analysis, and dissemination of information and intelligence to inform the development and operationalisation of the tobacco licensing scheme.
Key Projects And Activities
* Establishing and leveraging existing key information-sharing arrangements to identify and obtain intelligence from other agencies and regulatory teams.
* Identifying and implementing systems to ensure effective collection, analysis and reporting of intelligence, including information systems and analytical software.
* Utilising intelligence to identify and inform strategies to address emerging complex and sensitive issues, risks, and trends.
The Opportunity
* Ongoing, full-time position based in Melbourne.
* VPS Grade 5 role: $113,022 - $136,747 per year plus superannuation.
* Lead the implementation of intelligence policy, functions and capability, including information systems and analytical software, to support TLV outcomes.
* Manage information collection and handling within guidelines and relevant legislation, develop and maintain intelligence databases, ensuring data integrity and security.
* Build, maintain and leverage relationships with key stakeholders and partners.
* Conduct advanced intelligence analysis utilising a range of information systems, analytical software and intelligence sources to identify trends, threats, and risks to support regulatory compliance operations and projects.
* Deliver advanced technical reports and verbal briefings to support operational, strategic and executive decision-makers.
* Initiate and maintain effective relationships with internal stakeholders to ensure products and services are timely, accurate, relevant and actionable.

To Be Successful In This Role You Will Have
* Contemporary knowledge related to the collection, collation, evaluation, analysis and controlled dissemination of information in respect to complex regulatory functions and operations.
* Significant experience working in law enforcement or regulatory operations and/or relevant experience in an intelligence or law enforcement environment.
* A demonstrated high level verbal and written skills in policy and report writing, analysis and briefing.
* Formal qualifications and/or training in Intelligence or a related field.
