Palm Island Aboriginal Shire Council is seeking an experienced Manager – Finance to join our Executive Leadership Team and lead Council’s financial management, budgeting and strategic financial planning.

About the Role 

The Manager – Finance, plays a critical leadership role in ensuring Council remains a financially sustainable, well‑governed and high‑performing organisation. You will oversee all financial operations, internal controls, audit processes and long‑term financial planning, while partnering closely with the CEO, Directors and Managers to support informed, responsible decision‑making.

This is a hands‑on leadership role, responsible for a multidisciplinary finance team and for growing local capability through coaching, mentoring and supporting Palm Island employees in their career progression.

This role may be based on Palm Island or in Townsville, with travel to Palm Island as required. Preference will be given to Palm Island community members, in line with merit‑based recruitment practices.

Key Responsibilities 

* Lead preparation and management of Council’s annual budget (operational and capital programs).

* Oversee financial reporting, forecasting, analysis, and internal budget controls across all directorates.

* Lead long‑term financial planning, sustainability modelling, and strategic financial advice.

* Strengthen internal financial controls, policies, compliance, and audit processes.

* Drive continuous improvement in financial systems and reporting capability.

* Lead, mentor and develop a high‑performing finance team, with a focus on succession planning for Palm Island people.

* Provide senior financial advice to the CEO, Executive Leadership Team, and Councillors.

* Support corporate planning, capital project management, and grant/program financial management.

What We’re Looking For 

You will bring senior experience in financial management and a strong commitment to public sector accountability, service and community outcomes. You work with integrity, transparency and cultural respect, and you build strong relationships across teams.

* Tertiary qualifications in Finance, Accounting, Commerce, Business or related field, or extensive equivalent experience.

* CPA or CA qualification.

* Significant senior experience in financial management within local government or a similarly regulated organisation.

* Strong knowledge of budgeting, financial reporting, internal controls, audit and long‑term financial planning.

* Demonstrated ability to lead teams, mentor staff and support capability development.

* Current Queensland C Class Driver Licence.

Desirable: Experience working in remote or regional communities or experience overseeing capital works and grant‑funded programs.
