As part of Transport for NSW's transformative agenda, the Transport Asset Manager (TAM) has been established to enhance the safety and reliability of the state's heavy rail assets, facilitating long-term investment in rail infrastructure, while also allowing for efficient operations and asset surety.
We are seeking an experienced and highly skilled Senior Manager to lead the strategic management of the Heavy Rail Corridor asset class.
This senior leadership role will be pivotal in shaping and delivering long-term asset custodianship across a diverse and complex corridor environment—including track, formation, structures, drainage, utilities, and access infrastructure.
You will be responsible for developing, maintaining, and continuously improving strategic asset management and investment plans that enhance safety, sustainability, and operational resilience across the network.
Working within Transport for NSW and Treasury frameworks, you will provide oversight of corridor performance and geotechnical and civil risks.
Your leadership will ensure the corridor remains fit-for-purpose, future-ready, and aligned with broader transport priorities and stakeholder expectations.
Key Responsibilities:
* Oversee the accuracy, compliance, and currency of the Asset Register for the heavy rail corridor assets, ensuring it supports effective decision-making, risk management, and reporting.
* Prepare and support evidence-based business cases, reports, and recommendations through rigorous data analysis, risk assessment, cost evaluation, and stakeholder consultation.
* Collaborate with senior leaders to develop and refine an integrated investment plan aligning funding priorities with network performance goals and asset needs.
* Lead the creation and implementation of long-term Strategic Asset and Services Plans (TAM SASP) and Asset and Services Plans (TAM ASP) for the heavy rail corridor, reflecting strategic priorities and whole-of-life asset management principles.
* Provide technical assurance across safety, environmental compliance, maintenance delivery, and operational effectiveness to ensure high performance and network resilience.
* Identify and evaluate opportunities for asset acquisition, sustainment, renewal, or divestment, optimizing lifecycle value and supporting Transport for NSW's strategic objectives.
* Serve as the designated asset owner within governance frameworks, providing oversight and approval for program changes related to acquisition, sustainment, renewal, and divestment.
* Provide strategic advice and final signoff as the 'voice of the owner,' including collaboration with the Passenger Integration and Planning team to ensure alignment with broader transport priorities.
* Lead stakeholder engagement and change management activities to support asset strategy implementation, ensuring alignment with regulatory, operational, and organisational requirements.
Key Challenges:
* Developing and improving collaborative ways of working across Transport for NSW's extensive asset portfolio.
* Managing ageing infrastructure within funding constraints while balancing safety, performance expectations, and cost efficiency.
* Aligning strategic asset management with diverse stakeholder expectations and interdependencies within the wider transport network.

About you
* Extensive experience in strategic asset management, preferably within heavy rail or a similar infrastructure sector.
* Strong leadership skills and the ability to influence at a senior level within large, complex organisations.
* Proven capability in risk and governance management, with a track record of delivering technically sound and compliant asset strategies.
* Excellent communication and stakeholder management skills, able to work effectively across multi-disciplinary teams and with diverse external parties.
* Demonstrated ability to manage change and drive continuous improvement in a complex and evolving operational environment.
* Demonstrated experience managing linear infrastructure assets such as rail corridors, roads, or pipelines.
