**Position Summary**
The Supply Chain Program Manager provides oversight for procurement and contracts activities to our supply base as lead supply chain manager responsible for a project, elements within a project, or a portfolio of programs and proposals. The position reports out to senior leadership on the health of the assigned projects and participates in developing and approving supply chain strategies.

**Responsibilities**
- Reports to and receives management direction and functional guidance from the Corporate Manager of Supply Chain.
- Maintains relationships with senior client personnel to ensure understanding of their needs and requirements and to promote Prime Contracts worldwide capabilities and expertise.
- Focuses on the customer relationship management.
- Requires continual update of understanding of global market trends.
- Establishes relationships with our supply base to fully utilize the technologies and processes of suppliers and subcontractors.
- Maintains relationships with Bechtel senior management, Corporate Supply Chain, global business unit and project management personnel to ensure mutual understanding of global business unit and Corporate Prime Contracts goals and objectives.
- Keeps global business unit management informed of Supply Chain efforts toward meeting these goals.
- Assists GBUs and projects with market impacts that may affect one or more projects to ensure effective actions are taken.
- This role assures, through assigned contract administrators, compliance with all statutes, regulations, and contract terms and conditions. Works to identify and communicate proposal risk associated with supply base.
- The individual will review and approve contract awards with their delegated authority, generally for mid to large contracts.
- Participate in proposal development: preparation of required proposal response, develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client.
- Develop proposal sourcing strategies and associated plans and attend business development meetings.
- Administer moderately large and complex purchase orders and subcontracts.
- Negotiate terms and conditions, analyze proposals and technical proposal evaluations, and coordinate technical scopes of work including interface with all project disciplines (including legal, project controls, construction, project management, engineering, finance, and client).
- Evaluate and status of contractors' productivity, contract change management, schedule adherence, invoicing and claims avoidance.
- Perform closeout of contracts: finalize outstanding contract issues, issue final modifications, invoices and coordinate completion of contractor performance evaluations.
- Provide compliance review on procurement and subcontract documentation.
- Mentor and manage direct reports, conduct performance assessments, etc.
**Qualifications and Skills**
**Basic Qualifications**
- Bachelors Degree in Business, Supply Chain, Engineering, Construction Management, Cost Engineering with minimum of fifteen (15) years of progressive related experience or with minimum of 19 years of relevant work experience in lieu of degree.
- Thorough knowledge of supply chain procedures and documents relating to a construction project.
- Experience in managing workload distribution and execution.
- Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
- Bachelors Degree in Business, Supply Chain, Engineering, Construction Management, Cost Engineering with minimum of fifteen (10) years of progressive related experience or with minimum of 15 years of relevant work experience in lieu of degree.
