The Department of Logistics and Infrastructure (DLI) works closely with community, industry, and government partners to regulate, construct, maintain and invest in sustainable, integrated infrastructure across the Northern Territory. Housing and Land Services plays a vital role in supporting safe, culturally informed and community driven housing outcomes throughout urban, regional, and remote communities.
We are seeking a highly capable Program Manager to provide expert strategic and operational advice on the planning, delivery and management of projects, teams and contracts that support housing-related Capital and Minor New Works programs across the Northern Territory. This role is an opportunity to contribute directly to improved living conditions for remote, regional, and urban Territorians while supporting the delivery of one of the Territory's most significant community-focused programs.
The Role
As the Program Manager, you will be a key contributor to the delivery of the NT's housing program, including the 10-year remote housing initiative Our Community. Our Future. Our Homes., spanning 73 remote communities and supported by joint NT and Australian Government investment totalling $2.1 billion.
You will oversee project planning, contract administration, performance monitoring, and evaluation to ensure the effective delivery of Capital and Minor New Works programs. Operating in a complex and culturally diverse environment, you will engage with remote communities, internal partners, government agencies and service providers to negotiate outcomes, resolve challenges, and support successful project delivery.
The role also includes leading a small team, providing high level reporting and advice, and maintaining strong stakeholder relationships to drive continuous improvement and ensure high quality housing and infrastructure outcomes.
Key Responsibilities
* Manage planning, coordination, and delivery of Capital and Minor New Works housing projects across regional and remote NT.
* Oversee multiple contracts and act as Superintendent or Superintendent's Representative.
* Represent the department in remote communities and support culturally informed program outcomes.
* Negotiate and liaise with internal and external stakeholders to enable effective project delivery.
* Lead a small team and provide clear, high quality reports and briefings to the Project Director.
* Build productive relationships with government agencies, councils, service providers, and regional offices.
* Monitor project progress, risks, and performance to support continuous improvement.
* Ensure compliance with governance, procurement, safety, and cultural requirements.
About you
* Experienced in project and contract management within capital works, construction, or land servicing environments.
* Strong understanding of construction standards, building codes and technical documentation.
* Effective team leader with strong organisational, problem solving and time management skills.
* Skilled in procurement, contract negotiation and managing sensitive stakeholder issues.
* Collaborative, culturally aware communicator able to work across diverse communities.
* Strong written and verbal communication skills with experience preparing high quality reports and advice.
* Hold an NT driver's licence (or equivalent) and is willing to travel long distances and work short periods in remote communities.
