The ICT Enabling Services branch delivers ICT capabilities that support the department’s operations and align with modern ways of working. Our team ensures that ICT services are reliable, secure and responsive to business needs. We work closely with other areas to enable seamless collaboration, efficient workflows and continuous improvement. By providing the right tools and support, we help staff stay productive and connected, ensuring the department can deliver its services effectively and adapt to future challenges.
As Director, ICT Procurement you will lead the department’s ICT procurement and contract management function, providing strong, visible leadership and setting clear direction, expectations and accountability for outcomes. The role supports the section by delivering disciplined, well-governed procurement and commercial practices, and by providing clear, timely advice to senior leaders. Working closely with ICT Services delivery teams and engaging with business areas across the department, the role enables fit for purpose, value for money outcomes that support effective ICT delivery.

As the Director of ICT Procurement, you will:
• lead and oversee the ICT procurement and contract management function across the department, providing strong, visible leadership and mentoring a high-performing, customer-focused team
• set and oversee clear direction, expectations and accountability for ICT procurement and contract management outcomes, applying strong contemporary expertise
• oversee the department’s ICT procurement, contract management and labour hire arrangements, ensuring consistent, disciplined and well-governed practices aligned with Commonwealth requirements
• engage and advise staff at all levels (including SES) and provide clear, timely and practical advice on procurement strategies, commercial risks and options in support of departmental priorities
• work in partnership with ISD delivery teams and engage with business areas across the department, including Business Engagement functions, to enable fit-for-purpose, value-for-money procurement outcomes that support effective ICT delivery
• exercise sound judgement and authority to balance business needs, delivery timeframes, procurement and commercial risk, compliance obligations and value for money
• oversee, review and assure procurement and commercial input to business cases, investment proposals and submissions, ensuring alignment with the CPRs, PGPA Act 2013 and agency policy
• oversee and advise on key written material, including business cases, Senate Estimates submissions, agency briefs and corporate documentation, ensuring accuracy, consistency and compliance
• lead and oversee continuous improvement of ICT procurement and contract management practices, strengthening governance, efficiency, transparency and the customer experience.
Please note that this recruitment process will initially be used to fill one ongoing vacancy. The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.
Who we are looking for
Our ideal applicant will have:
• demonstrated experience providing strong, visible leadership, including building, mentoring and sustaining high-performing, customer-focused teams and fostering a positive, professional work environment
• proven experience overseeing end-to-end ICT procurement and contract management activities, including large and complex ICT contracts, labour hire arrangements and engagement with Whole of Australian Government vendors
• demonstrated experience operating within Commonwealth procurement and governance frameworks, including the PGPA Act 2013 and Commonwealth Procurement Rules, and exercising sound judgement to manage risk and deliver value for money
• a demonstrated capability to provide clear, timely and practical procurement and commercial advice to senior stakeholders, including SES, to support informed decision-making aligned to organisational priorities
• experience working collaboratively with a broad range of internal and external stakeholders, including delivery teams, business areas, vendors and service providers, to resolve issues, support negotiations and achieve effective outcomes
• proven experience developing, reviewing and improving procurement and contract management policies, frameworks and practices to strengthen governance, consistency and delivery outcomes
• highly developed written and oral communication skills, including the ability to review, assure and contribute to business cases, submissions, briefs and corporate documentation
• a strong decision-making capability, underpinned by the consistent application of legislation, policy, best practice principles and agency guidelines.
