Primary objective
Lead and manage teams of staff responsible for the cost-efficient delivery of unique Payroll Services functions to a large portfolio of clients
across a variety of awards, industrial agreements, and legislation, and in line with relevant legislative requirements and employment
conditions. Unique functions include provision of Workers Compensation, Executive Contracts and Salary Packaging.
Context statement
As a shared service payroll provider for Whole of Government, the Employee Benefits Unit provides administration and processing of
employee entitlements and conditions, including paying salaries and allowances.
Key duties and responsibilities
1. Oversee operational payroll processing and service delivery activities for your client agencies, act as a subject matter expert to ensure
consistency in service delivery co-ordinate group tasks to ensure appropriate resources are in place to effectively manage and deliver
on major commitments.
2. Provide leadership in the management and development of staff to support timely, accurate, integrated service delivery and guarantee
the cost-effective use of resources.
3. Conduct quality assurance reviews and audits, including quarterly cross check audits and supporting the Assisting Director with internal
and external audits.
4. Implement changes to procedures and checklists to avoid the re-occurrence of errors and discrepancies.
5. Manage the resolution of complex requests, or if appropriate, escalate issues and risks including providing expert input and
recommendations to the Assistant Director.
6. Role model, promote and actively demonstrate a culture of knowledge and information sharing and continuous learning to foster a
customer-centric culture and team-based approach to service delivery.
Selection criteria
Essential
1. Well-developed leadership skills and ability to be a mentor and role model to staff with varying skill sets and from diverse cultural
backgrounds.
2. Strong organisational skills, and ability and experience operating in a high-pressured high volume transactional processing-based
environment successfully managing high workloads and prioritising multiple complex tasks while maintaining a strong proactive client
service focus.
3. Demonstrated excellent people management and interpersonal skills including the ability to establish and maintain effective and
productive working relationships with diverse stakeholders.
4. Practical experience and in-depth knowledge of the unique aspects of employee benefits, and related systems, processes and
procedures.
5. Practical experience in a high-volume transactional processing environment leading large and complex payroll teams and interpreting,
understanding, applying and explaining legislative, Award and industrial agreement conditions.
6. Excellent working knowledge of the NTPS’s employment legislation, recruitment and selection processes and HR Management systems
i.e. Personnel Information and Payroll System, myHR, HR Ticketing or the ability to quickly acquire and apply this knowledge.
7. Demonstrated work ethic and attitude, which emulates DCDD values of being professional, accountable, honest, innovative and
respectful.
Desirable
1. Knowledge of Fringe Benefits Tax relevant to salary packaging and novated vehicle leasing.
