JOB SUMMARY:

The purpose of this position is to support patient care by providing leadership and direction for the delivery of Facilities and Materials Management, Capital Planning and Project Management services at Windsor Regional Hospital. The Director will provide strategic leadership regarding corporate and departmental goals, financial management, continuous improvement and staff management, for all designated properties owned and/or leased by Windsor Regional Hospital. The Director is an integral partner in Emergency Planning and Response for the Hospital.

The Director’s primary responsibilities are to ensure building infrastructure and systems are maintained and operating at optimal levels and supply chain activities are managed for the optimization of materials and supplies critical for the operation of the Hospital. The Director undertakes the primary responsibilities while concurrently ensuring fiscal responsibility, adherence to IPAC policies and procedures, Health and Safety guidelines, applicable Building Codes and regulatory requirements. This includes management of WRH staff in accordance with Collective Agreements and oversight of vendor staff where external parties are engaged to provide portfolio related services to the Hospital. The Director ensures an innovative approach with all operations to adhere to industry best practices in all areas.

QUALIFICATIONS:

* Criminal Record Check (Required)

* Bachelor’s degree in a relevant discipline such as Engineering or Building Sciences (Required)

* Master’s degree in a relevant discipline such as Engineering or Building Sciences (Preferred)

* Designation in a relevant discipline such as Professional Engineer (P.Eng.) or Building Science Specialist (BSS) (Required)

* Certified Project Management Professional (PMP) or Facilities Management Professional (FMP) (Required)

* Training in Lean methodology (Preferred)

* An equivalent combination of education, training and experience may be considered for this position. (Preferred)

* Minimum fifteen (15) years’ recent related experience in progressively more complex and senior management roles in a large, unionized, multi-site, healthcare organization including significant experience with design, construction and maintenance of facilities projects and operations. (Required)

* Demonstrated ability to act in a crisis management environment. (Required)

* Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care environment. (Required)

* Demonstrated working knowledge of appropriate legislation, relevant laws and by-laws, and provincial/national standards. (Required)

* Proven ability to define/amalgamate diverse organizational requirements, financial parameters, resolve issues, identify, and mitigate operational risks, and develop long-range plans. (Required)

* Demonstrated ability to effectively support capital projects from the design to the completion of construction through to operational readiness and maintenance servicing. (Required)

* Proven initiative, judgment, decision-making and problem-solving capabilities. (Required)

* Ability to operate related equipment including related software applications and a solid understanding of information systems used in the management of facilities. (Required)

* Demonstrated ability to lead and coach team members. (Required)

* Capable of setting performance standards; exhibiting mature judgment; and managing a team that meets and exceeds objectives.

* Proficient with Microsoft Office applications including Outlook, Word, Excel. Able to work in a fast paced, results and schedule driven team environment.

* Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.

* French language proficiency an asset.

ESSENTIAL JOB OUTCOMES:

Acts on behalf of the hospital to optimize operations, occupational health and hospital policies/procedures by:

* Providing leadership/oversight to all departments within the portfolio. Act as the corporate liaison for all Facilities and Material Management, Capital Planning and Project Management services to ensure issues are effectively dealt with in a timely manner.

* Ensuring compliance with relevant Acts, Codes and Regulations pertaining to the portfolio.

* Working collaboratively with all departments across WRH to ensure their needs are met with respect to the portfolio’s services and acts as corporate liaison between this portfolio and other departments in the Hospital to ensure issues/concerns are effectively dealt with in a timely manner.

* Leading collaboratively, with both strategic and technical expertise in designated subject matter areas throughout all properties in the Windsor Regional Hospital portfolio.

* Working with the management team to develop departmental goals that uphold the corporate direction set out by the WRH Strategic Plan. Ensures goals are measurable and attainable.

* Providing leadership and direction for the development of departmental budgets. Ensures managers monitor and meet budget targets and are held accountable for any issues.

* Working with Managers to identify and submit capital equipment requests within the Hospital capital submission process.

* Establishing collaborative relationships with the UNIFOR and IBEW unions to ensure effective staff management to meet the departmental operational requirements.

* Working collaboratively with Labour Relations for any union issues, Collective Agreement negotiations, Pay Equity reviews and any other departmental changes resulting in significant staff changes.

* Acting as a mentor to for Managers, Coordinators and Supervisors and ensure continuous staff development.

* Providing leadership for the overall management of staff in all departments including hiring, training and staff evaluations. Ensure a consistent management approach is applied to all areas and work with the team to develop strategies when dealing with human resource shortages.

* Providing direction and leadership for all RFPs related to Facilities and Materials Management.

* Providing direction for Facilities and Materials Management operations and physical space in the New Windsor Essex Acute Care Hospital. Work collaboratively with the Redevelopment team on all aspects of the project to ensure all operational needs are met.

* Maintaining external industry contacts for all departments to keep abreast of new technologies and innovations for current and/or future implementation.

* Actively overseeing the procurement and management third-party service providers related to the portfolio and ensure WRH requirements and expectations are met throughout the contract period.

* Providing direction regarding any necessary escalation due to issues outside the control of the department.

Contributes to improve outcomes of safety, increased quality and delivery of care to reduce injuries, near misses, complications, infection and mortality rates by:

* Maintaining and promoting a safe and clean working environment for all employees, students, visitors, patients/clients, family members and physicians and fulfilling the duties of workers under the Occupational Health and Safety Act.
* Taking all reasonable precautions to protect the health and safety of worker; instructing, informing and supervising workers to protect their health and safety.
* Being competent, qualified–through knowledge, training and experience–to organize the work and its performance; be familiar with the Act and the regulations that apply to the work being performed in the workplace.
* Knowing about any actual or potential danger to health and safety in the workplace and advising the employee about any hazard in the work and train that worker in the handling, storage, use, disposal and transport of any equipment, substances, tools and materials.
* Reporting, investigating and documenting any observed risks or hazards to employees and/or patients and taking immediate corrective action whenever safe and feasible.
* Acting in accordance with hospital patient safety policies and programs.
* Correcting any observed risks where actions or behaviours towards clients/other staff are unsafe or unprofessional.
* Conducting regular safety talks, performing monthly workplace inspections and observations, ensuring staff are properly orientation/trained, completing timely accident investigations, and commending staff on health and safety performance.
