The Role
The key focus of the role is supporting CASA’s future sustainable funding arrangements and cost recovery options for a range of activities relating to CASA’s cost recovery and revenue program. This role will have responsibility for supporting the implementation of any new sustainable funding and cost recovery arrangements, as agreed by Government, particularly within the context of CASA’s regulatory reform program and the redevelopment and maintenance of an activity-based costing model.
The role undertakes both project work and business as usual activities, working as part of a team, and is expected to provide high level initiative and judgement in undertaking complex and/ or sensitive work covering both professional advice and policy work.
The role is expected to provide specialist technical, professional and policy advice, exercising reasonable autonomy and able to work under limited direction.
The Funding and Cost Recovery Advisor is responsible for the following deliverables:
* Champion CASA's activity review, engaging with a range of internal and external stakeholders on the delivery of critical elements for the activity review under direction of the Funding and Cost Recovery Senior Advisor.
* Developing detailed activity cost models and contributing to the CASA’s Activity Review report.
* Maintaining CASA's comprehensive cost recovery framework in accordance with Commonwealth Government’s Charging Framework and CASA’s cost recovery principles. This includes updating CASA’s Cost Recovery Dossier and Instructions to reflect policy, process, and practice changes, including all intranet and internet content. A complete review and update is to be undertaken at least every five years.
* Maintenance of CASA's service catalogue with internal stakeholders to identify all services provided by CASA, including:
* leading the business process mapping of all CASA’s activities (over 500 activities) to facilitate the development activity cost models,
* analysing the output and recommending refinements to the respective activities.
* Providing support and input into drafting new regulatory fees, including the development and publishing of CASA’s Cost Recovery Implementation Statement, to be undertaken annually in accordance with the Commonwealth Charging Framework.
* System administration of CASA's Fee Estimator, including liaising and educating internal users, provide all reporting and associated analysis.
* Maintenance of CASA’s Activity Based Management (ABM) Policy Framework and articulating the assumptions in methodology, updating for changes in policy and processes at least every five years.
* Development of, and the online and face to face delivery of cost recovery training to appropriate CASA staff.
* Interpret and apply CASA policy, regulatory requirements and governance frameworks in communication materials and advice.
* Responsible for the quality assurance of work.
* Comply with CASA’s Values and Code of Conduct directive, including maintaining a current declaration of any conflict of interest.
* Contribute to maintaining a positive health and safety culture at CASA, including supporting psychosocial wellbeing in the workplace, and participate in decisions that may affect my health, safety and wellbeing.
* Model and promote workplace safety, equity, diversity, participative management and environmental management in the workplace.
Ideal Candidate
Our ideal candidate must demonstrate the following:
* An understanding of the Australian Government Charging Framework and Commonwealth Resource Management Framework, including the Australian Accounting Standards.
* An awareness of Government cost recovery, management accounting, activity-based management and business case costing and analysis.
* Demonstrated high level (oral and written) communication including the ability to establish and maintain effective working relationships with a wide range of stakeholders.
* Sound knowledge of Australian aviation safety legislation and supporting regulations, supporting frameworks and Australian aviation industry, or a proven capacity to quickly develop subject-matter expertise in unfamiliar regulatory environments.
* Demonstrated experience using TechnologyOne or similar Financial Management Information System, Activity Based Modelling Systems, Business Intelligence and Analytic applications.
* Demonstrated high-level proficiency using Microsoft Office applications and advanced Excel skills.
Eligibility requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the CASA Enterprise Agreement. The following eligibility requirements apply to this position:
At a minimum, prospective CASA employees must:
* Undergo pre-employment screening and be willing to provide required information to successfully undergo a police record check.
* Be an Australian citizen.
* Currently hold a Baseline Commonwealth security clearance or the ability to obtain and hold a clearance at this level.
