Location - Parramatta

Employment type – Temporary full-time role until 11 Jan 2028

Salary - $129,464.00 - $142,665.00 pa, plus superannuation and leave loading





Your role



Role overview within the organisation


This role sits within the Infrastructure & Assets (I&A) branch in the Department of Communities and Justice and plays a key role in shaping how strategic goods and services are sourced to support Branch deliverables. Working closely with delivery teams, strategic procurement functions, and whole‑of‑government counterparts, the role ensures sourcing decisions are evidence‑based, probity‑compliant, and aligned to asset management priorities.



Purpose of the role and why this is a great opportunity


The purpose of the role is to drive better value for money, manage sourcing risk and improve service outcomes by developing and implementing strategic sourcing approaches for strategic spend to support key deliverables. It is a great opportunity for a skilled procurement professional with strategic sourcing and/or category management experience supporting infrastructure or construction related procurement activities to operate at a strategic level, collaborate across DCJ, and contribute directly to outcomes that support safer, fairer and more inclusive communities across NSW—while also building deep expertise in large‑scale infrastructure and government procurement outcomes.



What you’ll do



As Manager Commercial Management you will



* Develop, implement, and maintain sourcing strategies and approaches that support Infrastructure & Assets objectives, align with government policy and probity requirements, and respond to market capability and risk.
* Establish and maintain effective relationships with internal I&A stakeholders and suppliers to inform sourcing strategies, enable early market engagement, resolve sourcing issues, and achieve optimal procurement outcomes.
* Engage with the central Strategic Procurement team to support the update and/or development of Category Management Plans for strategic infrastructure goods and services categories, ensuring alignment to asset management strategies and priorities.
* Identify opportunities to aggregate demand, standardise requirements, and leverage whole-of-government or cross-functional sourcing approaches to improve value for money and service outcomes
* Undertake supplier and market analysis to identify risks, constraints, and opportunities, and proactively address sourcing related issues to support continuity, efficiency and service delivery outcomes.
* Support probity compliant sourcing and tender processes, including market engagement activities, evaluation support, and negotiations related to sourcing outcomes, to mitigate commercial and procurement risk.
* Provide strategic advice and guidance on sourcing opportunities, market capability, and procurement approaches to support Infrastructure & Assets deliverables and whole of government objectives.
* Provide advice and guidance to Infrastructure & Assets staff, supporting capability uplift, promoting knowledge sharing and capturing lessons learned.



This is an exciting opportunity to work in the Commercial Management team within the Office of the Executive Director of the Infrastructure and Assets (I&A) Branch.



The Office of the Executive Director supports the I&A Branch and includes Commercial Management, Strategic Contract Management and Assurance, Finance, and Business Support.
