The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government's primary authority on radiation protection and nuclear safety. Section overview


The Monitoring and Networks Section is responsible for ARPANSA's laboratories, field measurement capabilities and networks that are required for the measurement of ionising and non-ionising radiation in people and the environment. This includes maintenance of ARPANSA's radiation emergency response capabilities and networks and laboratories under national and international arrangements.

Primary purpose of the role


In this role, you will work under limited direction and perform a range of complex tasks associated with managing projects, including the redevelopment of monitoring stations as part of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) International Monitoring System (IMS). The station infrastructure rebuilds are significant pieces of work which will be managed within ARPANSA's internal project management framework. You will be responsible for producing all the project documentation and working closely with the ARPANSA's technical team to deliver seamless upgrades to station infrastructure. You will also work closely with the Section Manager, developing contracts both with the CTBTO as well as other supporting organisations. In this role, you will be responsible for preparing reports as well as establishing and maintaining a high degree of documentation management and record keeping. You will be working as part of a small team, delivering high quality and timely data to the International Data Centre (IDC) as well as supporting other monitoring networks.



Key accountabilities

* Under limited direction and using established principles, practices and procedures, undertake a range of complex tasks associated with the recapitalisation of Australia's CTBT air monitoring stations including:
* Developing project documentation.
* Developing financial contracts with stakeholders.
* Managing the project lifecycle using the appropriate tools.
* Oversee reporting to the CTBTO.
* Liaise with operational and technical staff from organisations contracted to assist with the running of the CTBT air monitoring stations.
* Manage all admin tasks associated with the operations of the CTBT stations.
* Assist with operational requirement associated with the section's other networks.



Our ideal candidate - job specific capabilities


To be considered for this position, you will have experience in developing, operating and maintaining large complex monitoring networks. You will have exceptional problem-solving skills and extensive experience working as part of a team, including with representatives from other organisations, both national and international, in order to achieve a common goal.

You will have technical knowledge and experience working within the specialist area of radiation monitoring networks. Experience working with or knowledge of the Comprehensive Nuclear-Test-Ban Treaty International Monitoring System and its associated equipment will be considered an advantage.

You will have experience developing and maintaining a high standard of technical documentation including developing project documents, writing procedures and reports as well as maintaining various electronic registers.

Experience developing proposals and contracts with international bodies would be an advantage.

You must hold Australian citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a national security clearance as a condition of engagement. You must also meet required pre-employment checks as necessary.



Selection criteria


The selection criteria for this role are:

1. Demonstrated experience managing and delivering key projects in specialist area of radiation monitoring.
2. Demonstrated experience developing contracts with International Organisations under a cost recovery framework.
3. Demonstrated experience operating and maintaining monitoring networks, including knowledge of both the administrative and technical aspects.
4. Proven ability to liaise effectively with a range of representatives from external organisations, including internationally.
5. Demonstrated experience developing and maintaining a high standard of technical and non-technical documentation.



Eligibility


Employment with ARPANSA is subject to:

* conditions prescribed within the Public Service Act 1999.
* Australian Government Security Vetting Agency (AGSVA) granting a security clearance at the required level.
* evidence of citizenship status required.
* evidence of qualifications required of the role.
* evidence of a completed national police-check with no risks identified by ARPANSA.
* the CEO of ARPANSA, or their Delegate, approving a Notice of Engagement.
