Primary objective

Work closely with the ICT Cost Recovery Manager to provide effective financial management of Information and Communication Technology

outsourced contract service packages.

Context statement

ICT Services provides ICT hardware and software services to client agencies to meet business requirements, this includes end user services such

as the ICT Service Centre, End User Computing, Network Management, Voice and Telecommunications including internet. Within the Service

Management unit, the ICT Cost Recovery team is responsible for managing the cost recovery model and overseeing the billing processes for

various ICT services.

Key duties and responsibilities

1. Provide quality advice, support and services in regard to budget and financial management and reporting under a cost recovery model.

2. Manage Accounts Payable and Accounts Receivables for ICT Services.

3. Prepare billing data, reports and reconciliations for ICT asset information to NTG agencies.

4. Source and collate data to maintain pricing model and billing system for All of Government outsourced ICT contracts.

5. Develop, manage and monitor internal controls, reconciliation and reporting on All of Government outsourced ICT contracts.

1. Contribute to the development of ICT Cost Recovery frameworks, policies and procedures that support the efficient operation of the team

and services provided.

1. Actively participate and contribute to the team, providing mentorship to junior staff and developing and sustaining strong collaborative

relationships within the broader ICT Services division and with a variety of stakeholders.

Selection criteria

Essential

1. Experience in Accounts Payable processing and creation of Accounts Receivable billing, with an understanding of budget and financial

management cycles and systems.

2. Well-developed analytical and research skills to analyse complex issues, identify practical solutions, and implement effective strategies.

3. Demonstrated ability in budget formulation, financial management, collation and interpretation of financial data, and proficient in the use of

office automation software, spreadsheets, databases, and report generation tools.

4. Proven ability to be self-motivated, work independently and as a member of a team to achieve outcomes within tight deadlines while

maintaining attention to detail.

1. Demonstrated understanding of ICT terminology, Contract Compliance and delivery of centralised services and billing.
2. Well-developed oral and written communication and interpersonal skills with demonstrated ability to build and maintain effective

partnerships with a range of internal and external stakeholders.

7. Demonstrated work ethic and attitude which emulates DCDD values of Commitment to Service, Innovation, Ethical Practice, Accountability,

Impartiality, Diversity and Respect.

Desirable

1. Tertiary qualification in a relevant discipline such as ICT, Finance or Contract Administration.

2. Detailed/in depth knowledge of DCDD ICT Services billing model is highly advantageous.
