About the role…
With an exciting opportunity to support decision making through sound and sustainable financial management, we are seeking a dynamic and experienced finance professional for the position of Chief Financial Officer. This role will report to the General Manager Corporate and Innovation and contribute to financial sustainability, accountable and transparent government.
The successful candidate will enjoy flexible/hybrid working arrangements.
What you will do…
- Provide strategic leadership and direction for Council's financial functions, ensuring financial sustainability and compliance with legislative and regulatory requirements.
- Lead the preparation and monitoring of long-term financial plans, annual budgets, and financial strategies aligned with Council's strategic objectives.
- Manage the production of statutory financial statements, financial reporting, and analysis in accordance with Australian Accounting Standards.
- Provide high-quality financial and strategic advice to the Executive Leadership Team, Audit and Risk Committee, and Elected Members.
- Oversee treasury functions, including investment and debt management, cash flow forecasting, and funding strategies.
- Lead and mentor the Finance team, fostering a culture of performance, collaboration, and continuous improvement.
- Drive innovation and efficiencies through the identification and implementation of system and process improvements.
- Support internal and external audit processes, ensuring robust internal control frameworks and timely implementation of audit recommendations.
- Contribute to the effective governance of Council through the preparation and presentation of accurate and timely reports, policies, and recommendations.
What they are looking for…
- Tertiary qualifications in Accounting, Finance, or Business.
- Current professional membership with CPA Australia or Chartered Accountants Australia and Recent Zealand (CA ANZ).
- Extensive experience in a senior financial management role, preferably in local government or the broader public sector.
- Demonstrated ability to develop and manage long-term financial plans, annual budgets, and strategic financial frameworks.
- Proven experience preparing statutory financial reports in accordance with relevant legislation and accounting standards.
- Strong knowledge of the Local Government Act 1999 (SA), Local Government (Financial Management) Regulations, and associated legislation.
- Excellent communication skills with the ability to present complex financial information to non-financial stakeholders.
- A collaborative leadership style with a strong focus on customer service and building internal and external relationships.
- Demonstrated success in leading teams and driving a culture of continuous improvement.
- Strategic thinking capability, with a process and systems-focused mindset.
- High-level digital literacy, including experience with financial software, corporate systems, and data analytics tools.
- A clear understanding of transparency, accountability, and ethical standards in public sector financial management.
